Fire on Clyde Avenue: The Fire Department responded to a three-alarm fire, just before 2 a.m. on January 28. Upon arrival, firefighters encountered fire on the first and second floor of a four-unit townhome building on Clyde Avenue. Fire rescue crews removed a fire victim from inside the home, and found the victim in cardiac arrest. Firefighter paramedics administered CPR, but unfortunately the citizen did not survive. Firefighters were able to save two of the four townhome units. No one other than the fire victim was injured. After the fire, City Building Inspectors assisted with an assessment for structural integrity, stability of the structure and the temporary shoring and supports that would be needed to maintain structural stability. The fire cause is still under investigation.
HAWK Beacon Update: The City recently installed a HAWK (High-Intensity Activated Crosswalk) beacon at the intersection of Benton Street and Moraga Street in front of Santa Clara High School. This new traffic device improves pedestrian safety at uncontrolled intersections. The City also installed improved overhead signage at this location and at the Wilcox High School installations to inform motorists how to use the HAWK beacon. Applications for Youth Commission and Community Service Scholarships: The Youth Commission is now seeking Commissioners for the 2018-19 term. The Youth Commission is a great opportunity for youth ages 12-19 to learn about the City of Santa Clara, local government, and serve their community through events and activities. Community Service Scholarship applications are also now available for eligible high school juniors and seniors who have significant and verifiable community service hours. Serve on the Planning and Civil Service Commissions: The City invites the community to apply for two Commission vacancies. The Civil Service Commission has (1) one seat for a partial term ending June 30, 2018. Applications for the Civil Service Commission are due to the City Clerk's Office by 5:00 p.m. on February 13, 2018 with interviews at the City Council meeting on February 20, 2018. The Planning Commission has (1) one seat for a partial term ending June 30, 2021. Applications for the Planning Commission are due to the City Clerk's Office by 5:00 p.m. on February 27, 2018 with interviews at the City Council meeting on March 6, 2018. Santa Clara Fire Department Welcomes Eight New Firefighters: On January 27, eight new Firefighters graduated from their sixteen-week Recruit Academy. These new firefighters began their new assignments working in neighborhood fire stations on January 28.
Santa Clara Police Department Receives #1 Fundraising Agency Award: On January 31, the Santa Clara Police Department received the #1 Fundraising Agency Award for the Law Enforcement Torch Run for Special Olympics Northern California. The Santa Clara Police Department fundraised over $72,000 for the intellectually disabled athletes of Special Olympics. Officers raised the funds by participating in the Torch Run, doing Tip-A-Cop events at local restaurants, holding a poker tournament, and conducting T-shirt sales.
Motorcycle Officers Provided Upgraded Safety Equipment: With funding assistance from the Community Oriented Policing Services Grant from the U.S. Department of Justice, the Santa Clara Police Department provided motorcycle officers with Shark and Shoei helmets and high-tech, low-weight Kevlar-reinforced uniforms. The pads on the shins, side, tailbone, elbows and shoulders serve as an additional shield to protect officers from high impact injuries, road rash and skin tearing in the event of a slide or crash. The motorcycle unit has many functions including traffic enforcement, monitoring school zones and areas with a high volume of collisions or violations, accident reconstruction, fatal accident investigation and public relations. The unit's objectives are met through education, enforcement and coordination with the City's Traffic Engineering Department on engineering referrals.
Librarian's Guide to Homelessness: In January, Library staff members attended a training session for the Librarian's Guide to Homelessness: an Empathy Driven Approach to Solving Problems, Preventing Conflict and Serving Everyone. City staff work with people from all walks of life and we want to ensure that we serve everyone to the best of our ability. This session was presented by Ryan Dowd, the Executive Director of a large homeless shelter outside of Chicago, Illinois and staff learned valuable lessons on how to work compassionately with homeless individuals.
Free Disposal Day on January 28: The City of Santa Clara held a free disposal day on January 28 at the Mission Trail Waste Systems (MTWS) Transfer Station for residents to dispose of unwanted bulky items. The MTWS transfer station is only permitted to take a set number of vehicles per day and appointments are required. Due to high interest and varying unloading times, MTWS implemented processes. Average wait times were approximately 30 minutes but varied depending on the amount and weight of materials. Unfortunately, MTWS does not have a system in place to schedule time-certain appointments for Santa Clara residents but staff will continue discussions with MTWS to streamline the process and discuss other efficiencies. The next free disposal day at the transfer station is scheduled for September 16, 2018.
Water Conservation in 2017: Santa Clara residents and businesses achieved water demands of 15.8% less than those in 2013. These efforts remain important, even though last year’s winter had precipitation well above average. In July, 2017, Council kept in place a call for a voluntary 10% reduction and Santa Clarans responded. While this reduction should be lauded as a success, it is important to continue to make water conservation a “way of life” and continue to find ways to conserve. Central Park Lawn Bowl LED Upgrade: City staff removed obsolete incandescent fixtures and installed new LED lights and fixtures at the Central Park Lawn Bowl. The LED lights will translate into energy savings and lower maintenance costs. Lawn Bowl patrons will also experience better lighting for night-time practice and tournaments. El Camino Real Specific Plan Outreach Activity: The survey for the El Camino Real Specific Plan closed on January 31, 2018. A total of 660 survey responses were completed. Staff conducted a pop-up outreach event at Santa Clara University on January 26. The event was hosted by the Santa Clara University’s Associated Student Government at their “Be Heard” event. 260 attendees, mostly students, participated by providing input on the City’s vision for the El Camino Real Specific Plan. Community Meeting for Proposed Development of 3575 De La Cruz Boulevard: A community meeting was held on January 29 at the Northside Library to gather community input on the future development of affordable housing at a Housing Authority owned property at 3575 De La Cruz Boulevard. 23 members of the community participated and provided input to the City. The City will be issuing a Request for Proposals for development of the site based on the input received from the community.
Cheeney Street Housing Project (PLN2017-12975): An early consideration review is being scheduled for March 6, 2018 for a requested General Plan Amendment from Very Low Density Residential to Low Density Residential to allow nine townhomes on a 0.52 acre site. A community meeting held on January 16, 2018 and attended by four community members. Attendees expressed general interest in the proposal with a few concerns regarding the design of the project, timeline, and integration of sustainability initiatives.
281 Serena Way Daycare: The applicant has requested a proposed Rezoning from R1-6L (Single-Family Zoning District) to the General Office (OG) Zoning District, and a Use Permit to allow the conversion of an existing single-family residence to daycare use with an outdoor play area. The request was considered by the Planning Commission at their hearing on January 24, 2018. Following testimony from neighbors about existing parking and traffic and parking problems, opposition to a commercial day care use, and the zone change to a non-residential use on a predominately residential street, the Planning Commission recommended denial of the rezoning and denied the Use Permit for the outdoor play area. The Rezoning and an appeal of the Use Permit will be scheduled for a future City Council hearing.
Enterprise Car Sales on Stevens Creek Boulevard: Enterprise Car Sales located at 4517 Stevens Creek Blvd. received temporary occupancy for its new building on January 23. This is a $2.3 million project consisting of a new showroom/office building, canopy for car washing area, and various site work including lights, utilities, and landscaping. The contractor and tenant will continue to perform the site work in two phases toward final completion that is estimated to occur in May and June 2018.
Subaru Dealership on Stevens Creek Boulevard: On January 22, a Building Permit was issued for a new building at the Subaru Dealership located at 3225 Stevens Creek Blvd. The project is a 2-story auto dealership with 45,384 square feet integrated into a 3-story 101,000 square feet concrete parking structure. Estimated completion for the project is approximately 18 months.

Tasman East Specific Plan Study on February 6: The City Council is holding a study session on February 6 at 6:00 p.m. in the Council Chambers at 1500 Warburton Ave. The study session will focus on the proposed open space strategy in the Tasman East area, which would include a network of public parks connected by paseos, along with plazas and other amenity spaces. Community Meeting on Smoking Ordinance on February 7: The City is considering expanding its smoking ordinances to limit or ban smoking of cigars, cigarettes, e-cigarettes, and any other tobacco or cannabis products in additional outdoor public spaces as well as private units of multi-family housing. The public is invited to attend a community meeting on February 7 from 6:00 p.m. - 7:00 p.m. at the Council Chambers to learn more about these proposed changes and provide feedback on potential changes to the ordinance. Sunset Cinema “My Little Pony” on February 9: Sunset Cinema will feature the movie “My Little Pony” on February 9, from 6:00 p.m. – 9:00 p.m., at Central Library Redwood Room located at 2635 Homestead Road. Come out to enjoy this free family friendly movie night. The Youth Commission will be selling popcorn, water, and juice boxes to raise funds for Youth Commission activities and scholarships. Community Meetings on Cannabis Regulation: California State law allows local governments to regulate commercial cannabis activities in their respective jurisdictions. The City has recently launched plans to develop regulations for cannabis activity. The public is invited to attend a community meeting to learn about the cannabis industry, the City’s upcoming efforts, and to provide early feedback on the development of regulations. More community meetings will be held in April prior to City Council’s consideration of a new ordinance.

Welcome Back the Bellomy Ladies on February 22: Three beautiful portraits of members of the Bellomy family will be unveiled at a reception at Central Park Library in the Heritage Pavilion. The event will be held on February 22 from 11:00 a.m. to 12:00 p.m. at Central Park Library at 2635 Homestead Avenue. The portraits were painted in the 1880s by French Painter Ernest Narjot who came to California during the Gold Rush.
