Santa Clara Receives $5 Million from Settlement Agreement over San Jose’s Santana West Development Project and $1.2 Million More to be Paid: On Aug. 5, the City Manager’s Office released a news release regarding the recent $5 million payment the City of San Jose made to the City of Santa Clara last week as a result of a January 2018 settlement agreement over the Santana West Development Project. Santa Clara will use the $5 million to support affordable housing efforts and transportation improvements in Santa Clara, with an additional $1.2 million for specific traffic and transportation improvements. For more information, contact the City Manager’s Office at 408-615-2210 or email manager@santaclaraca.gov.

Mission City Memorial Park Update: Mission City Memorial Park is one of two City owned cemeteries. Three full-time grounds maintenance staff provide grounds and building maintenance, interments, and install headstones/markers. Since the City discontinued the use of RoundUp to control weeds and grasses around headstones, flat markers, and pathways, the amount of labor required for detailed grounds maintenance tasks has increased. To support our full-time maintenance staff, the Mission City Memorial Park recruits and partners with volunteers and organizations and hires part-time staff as budget permits. To address the need for additional care on a near term basis, the City is adding two part-time laborers to focus on headstone/flat marker trimming. 

Recently, the City maintenance staff made efforts to improve some areas and performed additional maintenance to Mission City Memorial Park as shown below in these before and after photos.

International Swim Center (ISC) Temporarily Closed for Aging Infrastructure Replacement:  On July 30, the boiler that maintains the pool temperature in the 50-meter pool and training pool failed. The City contracted with San Jose Boiler to remove and replace the equipment which takes approximately three weeks. The City maintains eleven pools at five park sites. Several of the pools are over 50 years old, including the ISC. While the pools are maintained daily, as infrastructure ages, issues arise more frequently, and replacement parts are more difficult to source. To accommodate the public, the City has moved some learn to swim programs to Montague Pool.  Senior Swim and Lap Swim are relocated to Warburton Pool 11 a.m. - 1:15 p.m. from Aug. 5 until the ISC is operational.  Recreation Swim is at Warburton Pool 1:30 p.m. – 5 p.m. from Aug. 5 - 9 and will continue on Saturdays and Sundays through Labor Day. Contact the Santa Clara Swim Club at 408-246-5050 for updates to their program schedule. For more information, contact the Parks & Recreation Department at 408-615-2260 or email ParksAndRecreation@SantaClaraCA.gov.

Illegal Street Racing Community Survey: In response to growing concerns regarding the increasing level of activity related to illegal street racing and sideshow activity in Santa Clara, the City retained the services of Matrix Consulting Group to conduct research and develop and recommend strategies to address these issues. A community survey has been developed and is now available through 5 p.m., Monday, Aug. 26, 2019. The survey will be completely anonymous, and information gathered will be used for the purposes of the study only. Take the survey today! Charter Review Committee Survey: A majority of Santa Clarans have indicated support for moving to district-based elections for its councilmembers, with the Mayor being elected at-large. Currently, the City of Santa Clara is operating under an interim six council district system, with one councilmember elected to represent each district. The Commitee is seeking input from the community on the number of districts. Is the current six-district model working or would some other model be preferred? Public Input Sessions for Charter Review Committee: The upcoming public input sessions include:

Proposed Deletion of the Intel Site from Superfund List: The site in Santa Clara, known as the Intel Corp. (Santa Clara III) Superfund site located at  2880 Northwestern Parkway had historic usage that included semiconductor manufacturing. The use of chlorinated solvents at the site led to contamination of the shallow groundwater which is not used for drinking water. This contamination led to the Environmental Protection Agency (EPA) adding the site to the National Priorities List, also known as the Superfund List. Through remedial actions undertaken by the EPA, the site now meets all state and federal drinking water standards and is proposed to be removed from the Superfund list. More information about the site, EPA’s remedial actions, and contacts at the EPA that can answer additional questions can be found online. The Regional Administrator for EPA-Region 9 is issuing the Notice of Intent to delist this Superfund Site. which is published in the Federal Register, activating a 30-day public comment period followed by a Notice of Deletion in the Federal Register. The 30-day public comment period ends Aug. 30, 2019. Public comments can be submitted by clicking the “Comment Now” button on the website. RELATEDEarly Access Construction Work for Related Santa Clara: On July 25, the City issued an encroachment permit to the Related Companies for early access construction work that will allow for the construction of public improvements (roadways and transit plaza) and facilitate constructing phase 1 of the Related Santa Clara development. Related Santa Clara is currently a five-phase project and phase 1 includes an underground parking garage, office building, retail, food and beverage, hotel, and residential. In addition, the phase 1 scope of work will include the reconstruction of Stars & Stripes Drive, Centennial and other public streets to serve phase 1. To facilitate the new construction and maintain public access to the area, temporary improvements such as the relocation of vehicular, pedestrian and bicycle access to the Great America Station Transit Center at 5099 Stars and Stripes Drive, is necessary. The temporary improvements also include a road with a traffic signal connecting the Transit Center to Great America Parkway. 

The permanent public improvements include also a exit ramp from eastbound Tasman Drive down to Stars and Stripes Drive, and improvements to the Transit Center. This work will not impact the operation of Youth Soccer Park fields; as the work will occur on the bare soil embankment between the Youth Soccer Park and Tasman Drive. The project also includes the relocation of critical electrical and water supply lines to facilitate the relocation of a portion of the existing Stars and Stripes Drive. The temporary road is designed to remain in operation until the new Stars and Stripes Drive is completed, which will allow for buses to enter and exit the Transit Center through a new Centennial Boulevard as they currently do today. Census 2020 Neighborhood Address Canvassing: From August to mid-October 2019, the U.S. Census Bureau will be conducting neighborhood address canvassing across the country. The Census Bureau has worked with regional offices to hire people from the community to visit neighborhoods and confirm the location of houses, apartments, shelters, and other places where people could live or stay. Official Census employees can be recognized in the following ways:

  • They will have an official government badge with their name, a photo, Department of Commerce watermark, and expiration date.
  • They will carry an official Census Bureau bag and laptop with the Census Bureau logo.
  • They will provide you with a letter from the Census Bureau on official letterhead stating why they are visiting your residence.

Most changes to addresses will be verified by satellite images and not all neighborhoods will be visited by a Census Bureau representative. Check if your neighborhood is scheduled to be visited by a Census worker by using this map created by the US Census Bureau. Community members can also confirm that the address canvasser visiting their home is an official employee by searching for their name in the Census Bureau Staff Search by using first or last name. EVRebates Available for Nissan Leaf and for EV Charging Stations: The American Public Power Association has partnered with Nissan to offer rebates up to $3,500 to public power customers who purchase a 2019 Nissan Leaf by Sept. 30, 2019. Silicon Valley Power customers are eligible for this offer. Download the program flyer for full program details.  Silicon Valley Power offers an incentive of $750 for residential customers who install an electric vehicle charging station at their home.  Program details can be found on Silicon Valley Power’s website. Scholarships Available For Students Interested in Working in Public Power: If you know a student who is interested in a career working for a public power utility, the American Public Power Association’s DEED program offers educational scholarships in the amount of $2,000. As a DEED program member, Silicon Valley Power can sponsor eligible students and provide a mentor. Applications are being accepted Aug. 1 through Oct. 15. NNONational Night Out Against Crime: On Aug. 6, a record 54 block parties registered for National Night Out. This event strengthened neighborhood spirit and helped police/community partnerships. Several Officers paired up with City dignitaries and visited many neighborhood gatherings. Gift bags were handed out to children and delicious food was enjoyed by all. Officers interacted with citizens and answered many questions. Overall, it was another successful community event in the Mission City! Multi-Agency Distracted Driving Enforcement: In an effort to reduce collisions and injuries as well as provide education through enforcement, the Santa Clara Police Department in partnership with the Sunnyvale Department of Public Safety, Milpitas Police Department, City of Los Altos Police Department, Gilroy Police Department, Morgan Hill Police Department, Mountain View Police Department, California Highway Patrol, and the Santa Clara County Sheriff's Office, conducted traffic enforcement operations county-wide from Aug. 3 through Aug. 9. The enforcement focused on distracted driving violations, but all moving and non-moving violations may be enforced as applicable. campaign is in honor of California Highway Patrol Officer Kirk Griess, who faithfully served the people of California as a CHP Officer for 19 years before being killed in the line of duty by a distracted driver on Aug. 10, 2018, as well as the nine lives lost each day in the United States because of distracted driving. Funding for this campaign is provided by the California Office of Traffic Safety. The Santa Clara Police Department will provide statistics at the end of the enforcement period. PDStreet Dance at Franklin Street: On Aug 2, Santa Clara held the annual Street Dance. This year’s event came on the heels of the active shooter incident at the Gilroy Garlic Festival, prompting a desire by planners and city leaders to have an increased security presence. The Santa Clara Police Department stepped up to provide extra security presence. Approximately 4,500 people attended the event and danced the night away without incident. The crowd was extremely appreciative of the protection provided and the visible show of force.     

Gilroy Garlic Festival Incident: On July 28, at approximately 5:51 p.m., a 19-year-old Gilroy resident armed with an AK-47 style weapon shot and killed three people and wounded several others at the Gilroy Garlic Festival. Three Gilroy PD officers engaged the suspect and the suspect ended up taking his own life. The Santa Clara Police Department sent four officers with our Bearcat and one canine unit. Early the next morning our SWAT team responded to assist with the perimeter and searched the creek area for a possible second suspect.  As the week progressed, we continued to provide multiple officers around the clock.  On Aug. 1, the Gilroy Downtown Business Association held a vigil. The Santa Clara Police Department was asked to take the lead and provide security for this event, which required planning and some of our SWAT personnel. OESOffice of Emergency Services Hosts the Silicon Valley Emergency Communication System Quarterly Breakfast Meeting:  On July 27, the Office of Emergency Services (OES) hosted the “Silicon Valley Emergency Communication System” group at the Santa Clara Senior Center. The 70 amateur radio operators in attendance continued their discussion from April about disaster communications at the tragic Camp Fire in Butte County last fall. They also learned the value of using radios for family communication in an emergency, when day-to-day communications systems may be severely impacted. Anyone interested in serving the City as an emergency communicator in Amateur Radio Emergency Service/Radio Amateur Civilian Emergency Service (ARES/RACES) is encouraged to contact the City’s OES for more information at 408-615-4942.

Eagle ScoutsEverett N. “Eddie” Souza Community Garden is Buzzing! The apiary at Everett N. “Eddie” Souza Community Garden located at 2380 Monroe St. is “bee-ing” expanded to accommodate new beehives. Thanks to Eagle Scouts, Matt Jen! This Eagle Scout project includes project management, carpentry, architecture, and contract development skills. With the guidance of Parks & Recreation craftsmen, Matt’s expansion of the apiary will allow for more teaching space. SuicideSuicide Prevention – Question, Persuade & Refer Training: The Santa Clara City Library is partnering with the Santa Clara County Behavioral Health Services to present Suicide Prevention: Question, Persuade, Refer Training. The training will be on Aug. 12, from 1:30 to 4 p.m. QPR stands for Question, Persuade and Refer, three steps anyone can learn to help prevent suicide. Just like CPR, QPR is an emergency response to someone in crisis and can save lives. QPR teaches:

  • How to get help for yourself or learn more about preventing suicide
  • The common causes of suicidal behavior
  • The warning signs of suicide
  • How to Question, Persuade and Refer someone who may be suicidal

Diabetes Self-Management Workshop at the Senior Center:  Back by popular demand! This is a free, weekly, peer-taught health education workshop for people with diabetes. It’s an evidence-based, six-session program designed by Stanford’s Patient Education Center and provided by The Health Trust. The workshop’s goal is to help older adults take day-to-day responsibility for their care by increasing the skills needed to manage their diabetes and to work effectively with their healthcare providers. Planning Commission to Hear Appeal of Single-Family House at 2892 Sycamore Way

On Aug. 14, the Planning Commission will consider an appeal on two aspects of the Architectural Committee’s approval of the demolition and construction of a new single-family residence at 2892 Sycamore Way. The appeal was filed by the property owner to request an additional bathroom and point of access to the residence than the five bedroom and three and a half bathroom residence with two car garage that was approved by the Architectural Committee. Agrihood Project Architectural Committee Meeting (1834 Worthington Circle): The Architectural Committee will review the architecture and site design of the Agrihood project at their meeting on Wednesday, Aug. 21 at 6 p.m. in the Council Chambers,1500 Warburton Ave. The Planned Development Zoning of the site, which allows a residential mixed-use development consisting of up to 160 mixed-income apartments,165 affordable senior apartments, 36 townhomes and approximately 1.5 acres of agricultural open space, was approved by the City Council in January 2019. Coffee with a Cop: The Santa Clara Police Department will host “Coffee with a Cop” on Friday, Aug. 30, from 8 to 9:30 a.m. at Peet’s Coffee in Rivermark Plaza, 3932 Rivermark Plaza. The event brings police officers and the community members they serve together – over coffee – to discuss issues and learn about policing. Zoning Code Update Study Session: The CIty is preparing a comprehensive update to the City of Santa Clara Zoning Code, and a joint study session on the Zoning Code update will be provided to the City Council and Planning Commission on Sept. 3, 2019 prior to the City Council’s regular meeting in the Council Chambers. The City’s current Zoning Code has not been comprehensively updated since it first came into effect in 1969. This study session will highlight topics related to how to regulate safe parking and assisted living. Safe parking enables property owners to utilize their parking lot for overnight parking with the appropriate security and sanitary provisions included. Assisted living facilities offer a spectrum of care and services for their residents. Additional study sessions focused on topics including potential short-term rental regulations and occupancy criteria in single-family residences will be scheduled for the fall.
