GENERAL INFORMATION
Biennial Adopted Operating Budget Document Available Online
The FY 2019/20 and FY 2020/21 adopted biennial operating budget document is now available online. This budget was unanimously approved by the City Council on June 25. This is the first time the Council has approved a two-year operating budget, continuing a Council-approved biennial budget process initiated last year with the FY 2018/19 and FY 2019/20 capital improvement program.
Santa Clara Golf & Tennis Club Closing; Alternative in Works
The City-owned Santa Clara Golf & Tennis Club, 5155 Stars & Stripes Drive, is closing later this month. The closure is due to the construction of Related Santa Clara, a $6.5 billion multi-phased, mixed use development that's the biggest project in the history of Santa Clara. Golf and tennis operations end on Oct. 13, in preparation for the development project. With no other 18-hole public golf courses located within Santa Clara, the City has explored options for golf and tennis enthusiasts at nearby public facilities. The City of Santa Clara has negotiated an agreement for consideration on Oct. 8 by the City of Sunnyvale that will extend Sunnyvale's favorable rates at Sunnyvale Golf Course, 605 Macara Ave., to Santa Clara residents. Tennis options include the Santa Clara Tennis Center at Central Park, 2625 Hayward Drive as well as at new courts partially funded by the City at Buchser Middle School, 1111 Bellomy St. For more information, contact the Parks & Recreation Department at 408-615-2260.
District Attorney's Office Seeks Help Finding Convicted Child Molester
The Santa Clara County District Attorney's Office is asking for the public's help in finding a Santa Clara air conditioning repairman who was convicted last week of sexually molesting a young girl for more than a decade. Apollo Johnsen, 55, failed to appear in court on Sept. 16 and has been missing ever since. A jury convicted him without the defendant present, and an arrest warrant has been issued. Authorities advise that anyone who sees Johnsen or knows where he may be should not try to detain him but call local law enforcement. New Minimum Wage Effective Jan. 1
Starting Jan. 1, 2020, the City of Santa Clara's minimum wage will increase to $15.40 per hour. Employers, who are subject to the Santa Clara business license tax or who maintain a facility in Santa Clara, will be required to pay each employee who performs at least two hours of work a week in Santa Clara at least $15.40 an hour. The 2020 minimum wage posters for the workplace will be posted on the City's website by Dec. 6. The City's minimum wage is adjusted annually based on the regional consumer price index. Shape Your City-Charter Review Committee
The Charter Review Committee public input process is still underway. The committee is seeking input from residents on the number of Council districts. Walkable and Bikeable - Pedestrian Master Plan
The City of Santa Clara staff has finished the final draft of its first pedestrian master plan after a year of work. The draft, which will be posted online on Oct. 17, establishes a long-term vision for improving walking conditions in Santa Clara through a range of policy, program, and project recommendations. The draft incorporates many comments received from the public, gleaned from multiple outreach efforts and meetings. In the meantime, background information can be found on the City website. The Plan is scheduled to be reviewed, discussed and considered by the Bicycle and Pedestrian Advisory Committee at the Oct. 28 meeting before going to the City Council early next year. Bicycle and Pedestrian Advisory Committee Seeking Members
The Bicycle and Pedestrian Advisory Committee is an advisory body to the City Council on matters related to the recreational and commuter bikeway system and pedestrian walkway system. There are three openings to serve a three-year term. Applicants must either live or work in Santa Clara. Applications must be received by Friday, Oct. 18. Talk and Tour of the Police Station
Sixteen residents toured the police station on Sept. 26, led by Assistant Chief of Police Dan Winter, who delivered an overview of the Santa Clara Police Department. Coffee with a Cop
The Police Department hosted a Coffee with a Cop event on Oct. 2 at Sara's Kitchen, 1595 Franklin St. National Coffee with a Cop Day brings police officers and community members together over coffee to discuss issues and learn about policing. Fire Department Shows Its Pride in Parade of Champions
The Santa Clara Fire Department was proud to display some of its coolest vehicles during the recently relaunched Santa Clara Parade of Champions. Joining the procession was one of the older vehicles in the Fire Department, known as 'the wedge,' a 1958 American LaFrance, below left. The department also displayed its current front-line engine, Engine 91, a 2014 Spartan High Tech below right, as well as Truck 92, a 2018 Pierce. The Fire Department also staffed booths for fire prevention, firefighter recruitment and the Santa Clara Firefighters Foundation in the Homestead Community Village.
City of Santa Clara Firefighters Assist with Girls Fire Camp
The Santa Clara Fire Department's female firefighters helped staff the NorCal First Alarm Girls Fire Camp held in San Francisco on Treasure Island in late September. The camp provided an opportunity for more than 50 high school girls to use the tools of the fire service. The campers climbed the aerial ladder, cut with chain saws, opened cars with the 'Jaws of Life' and tried on 'turnouts' and self-contained breathing apparatus for firefighting. Firefighters remember 9/11 with Tunnel to Towers 5K Run
Santa Clara firefighters participated in the Tunnel to Towers 5K Run in New York City late last month. This event honors the sacrifice of firefighter Stephen Siller who laid down his life to save others on Sept. 11, 2001. The race also honors military and first responders who continue to make the supreme sacrifice of life and limb for the country. Residents Learn to Prepare for Disaster
Nothing better ensures people's ability to get through a disaster unscathed than being prepared ahead of time. With that in mind, the City's Health and Wellness program staff, along with nursing student interns from the University of San Francisco, Silicon Valley Power and the Santa Clara Fire Department, hosted a mini-fair at the Senior Center on Sept. 24 to mark Disaster Preparedness Month. About 130 resident attendees were motivated and informed on how to prepare and update their emergency kits. Community Emergency Response Team Training Coming Up
Speaking of emergencies, would you like to learn how to help your neighbors get through a disaster or emergency? Your next chance for training starts Tuesday, Nov. 5 from 6-9 p.m. The Santa Clara Community Emergency Response Team program is designed to help the residents of Santa Clara be self-sufficient after a major disaster, when the scope of incidents can be overwhelming. A well-trained civilian workforce can be invaluable. This program is sponsored in partnership between City officials, Fire Department staff and Firefighters Local 1171. 2019 Fall Activity Guide Now Available

Youth Activity & Teen Center's Rec City Nights
Rec City Nights is a new monthly evening program where Santa Clara teens, 13 and up, can play sports, games or study. A 2019-20 Resident Youth Card is required to attend. Rec City Nights started on Sept. 6 and are scheduled on the first or second Friday of the month until May. The program hours are 6-9 p.m. It is hosted at the Youth Activity & Teen Center, 2450 Cabrillo Ave. Those who attended the kick-off event could play basketball, volleyball and futsal in the gym. Next door, at the Teen Center, a deejay spun music and teens could play the newest NBA2K basketball video game. Kids Rock Event at the Youth Activity Center
Seventy-five energetic students from kindergarten through fifth grade visited a 'safari kingdom' at the Youth Activities Center on Sept. 27 as part of the school year's first Kids Rock event. They noshed on pizza, enjoyed a night of recreational games like dodgeball and basketball, played on an inflatable slide, and made arts and crafts projects that allowed them to decorate their own safari animal. Scholarships Available for Careers in Energy
Silicon Valley Power is offering scholarships for students who live or attend school in Santa Clara and are interested in a career in energy. Students may apply for a $5,000 college scholarship or a $2,000 technical school grant. The application deadline is Dec. 20, and scholarships will be awarded in the spring. NOVA Job Center Workforce Review: NOVA is a nonprofit, federally funded employment and training agency that provides customer-focused workforce development services. Zoning Code Update Study Session to Look at Rules for Short-term House Rentals: The City is preparing a comprehensive update to the City of Santa Clara zoning code, and a joint study session on the zoning code update will be provided to the City Council and Planning Commission on Oct. 8, prior to the regular meeting. The zoning code has not been comprehensively updated since 1969. This study session will highlight potential short-term rental regulations and occupancy criteria in single-family residences. Office of Emergency Services Provides Disaster Preparedness Education Program in Spanish: Tell your Spanish-only amigos, por favor! The Office of Emergency Services is expanding outreach to Santa Clara's diverse community, beginning with a free pilot emergency preparedness class in Spanish. On Oct. 12, the 'LISTOS' Alertar y Preparar (Alert and Prepare) program will be taught from 8:30 a.m. to 5:30 p.m. at the Fire Training Center, 1900 Walsh Ave. For more information or to register, go to LISTOS or call the Fire Department at 408-615-4942.
Proposed Residential Project at 3035 El Camino Real on Planning Commission Agenda: The proposed rezoning, tentative map and associated environmental review for a residential project at 3035 El Camino Real is scheduled to be heard by the Planning Commission at 6 p.m. on Wednesday, Oct. 23 at City Council Chambers. Downtown Community Task Force to meet with consultant team: The City's project consultants will be introduced later this month at the fourth meeting of the Downtown Community Task Force. The consulting team will discuss the approach and scope of the team with the task force starting at 6 p.m. on Wednesday, Oct. 30, at City Hall in the City Council Chambers. The task force, whose role is advisory and non-voting, is to provide input on key policy issues, the vision, land use, circulation and urban design aspects of the downtown precise plan. Children's Halloween Party on Thursday, October 31, 3-6 p.m.: Come celebrate Halloween at our annual Spooktacular party! This free event is held 3 ' 6 p.m. on Thursday, Oct. 31 at the Walter E. The Youth Garden Club: The Youth Activity Center's after school program and garden-based education group, Living Classroom, has teamed up to create the Youth Garden Club. Santa Clara Fire Department is Recruiting: The Fire Department launched a firefighter recruitment campaign more than a year ago. Social media advertising has been going out on Facebook, Instagram, Twitter and Google. The Fire Department recruitment team has been attending career fair events around the state. The application period opened on Oct. 1 and will close Oct. 31 at 5 p.m., or when 1,200 applications have been received. On Oct. 1, more than 100 potential recruits attended the last of three orientations nights at the Fire Department Training Center, where they learned more about the department and the hiring process. Come to the Inaugural Firehouse Family Fair: The Santa Clara Fire Department will host its first Firehouse Family Fair from 9 a.m.-1 p.m. on Saturday, Oct. 5 at the Training Center. The event will include live demonstrations and events including auto extrication, hands-only CPR, high-angle rope rescue, fire extinguisher use, an agility course for kids and much more. The event is designed to help adults and children learn about fire safety, fire prevention and the many services the Fire Department provides. National Fire Prevention Week: Practice Your Escape: The theme of this year's National Fire Prevention Week stresses the idea that people should be aware of their surroundings and what they should do if something unexpected were to happen: 'Not every hero wears a cape. To reinforce the point, the Santa Clara Fire Department will be visiting local schools during the school week of Oct. 7-11 to help educate children on fire safety and fire prevention. Youth Activity & Teen Center's Rec City Nights
Rec City Nights is a new monthly evening program where Santa Clara teens, 13 and up, can play sports, games or study. A 2019-20 Resident Youth Card is required to attend. Rec City Nights started on Sept. 6 and are scheduled on the first or second Friday of the month until May. The program hours are 6-9 p.m. It is hosted at the Youth Activity & Teen Center, 2450 Cabrillo Ave. Those who attended the kick-off event could play basketball, volleyball and futsal in the gym. Next door, at the Teen Center, a deejay spun music and teens could play the newest NBA2K basketball video game. Kids Rock Event at the Youth Activity Center
Seventy-five energetic students from kindergarten through fifth grade visited a 'safari kingdom' at the Youth Activities Center on Sept. 27 as part of the school year's first Kids Rock event. They noshed on pizza, enjoyed a night of recreational games like dodgeball and basketball, played on an inflatable slide, and made arts and crafts projects that allowed them to decorate their own safari animal. Scholarships Available for Careers in Energy
Silicon Valley Power is offering scholarships for students who live or attend school in Santa Clara and are interested in a career in energy. Students may apply for a $5,000 college scholarship or a $2,000 technical school grant. The application deadline is Dec. 20, and scholarships will be awarded in the spring. NOVA Job Center Workforce Review: NOVA is a nonprofit, federally funded employment and training agency that provides customer-focused workforce development services. Zoning Code Update Study Session to Look at Rules for Short-term House Rentals: The City is preparing a comprehensive update to the City of Santa Clara zoning code, and a joint study session on the zoning code update will be provided to the City Council and Planning Commission on Oct. 8, prior to the regular meeting. The zoning code has not been comprehensively updated since 1969. This study session will highlight potential short-term rental regulations and occupancy criteria in single-family residences. Office of Emergency Services Provides Disaster Preparedness Education Program in Spanish: Tell your Spanish-only amigos, por favor! The Office of Emergency Services is expanding outreach to Santa Clara's diverse community, beginning with a free pilot emergency preparedness class in Spanish. Proposed Residential Project at 3035 El Camino Real on Planning Commission Agenda: The proposed rezoning, tentative map and associated environmental review for a residential project at 3035 El Camino Real is scheduled to be heard by the Planning Commission at 6 p.m. on Wednesday, Oct. 23 at City Council Chambers. The proposed development includes 48 residential units and six live/work units. For more information, visit the proposal's City website.
Downtown Community Task Force to meet with consultant team: The City's project consultants will be introduced later this month at the fourth meeting of the Downtown Community Task Force. The consulting team will discuss the approach and scope of the team with the task force starting at 6 p.m. on Wednesday, Oct. 30, at City Hall in the City Council Chambers. The task force, whose role is advisory and non-voting, is to provide input on key policy issues, the vision, land use, circulation and urban design aspects of the downtown precise plan. Children's Halloween Party on Thursday, October 31, 3-6 p.m.: Come celebrate Halloween at our annual Spooktacular party! This free event is held 3 ' 6 p.m. on Thursday, Oct. 31 at the Walter E. The Youth Garden Club: The Youth Activity Center's after school program and garden-based education group, Living Classroom, has teamed up to create the Youth Garden Club. Santa Clara Fire Department is Recruiting: The Fire Department launched a firefighter recruitment campaign more than a year ago. Social media advertising has been going out on Facebook, Instagram, Twitter and Google. The Fire Department recruitment team has been attending career fair events around the state. The application period opened on Oct. 1 and will close Oct. 31 at 5 p.m., or when 1,200 applications have been received. On Oct. 1, more than 100 potential recruits attended the last of three orientations nights at the Fire Department Training Center, where they learned more about the department and the hiring process. Come to the Inaugural Firehouse Family Fair: The Santa Clara Fire Department will host its first Firehouse Family Fair from 9 a.m.-1 p.m. on Saturday, Oct. 5 at the Training Center. The event will include live demonstrations and events including auto extrication, hands-only CPR, high-angle rope rescue, fire extinguisher use, an agility course for kids and much more. The event is designed to help adults and children learn about fire safety, fire prevention and the many services the Fire Department provides. National Fire Prevention Week: Practice Your Escape: The theme of this year's National Fire Prevention Week stresses the idea that people should be aware of their surroundings and what they should do if something unexpected were to happen: 'Not every hero wears a cape. Plan and practice your escape!' To reinforce the point, the Santa Clara Fire Department will be visiting local schools during the school week of Oct. 7-11 to help educate children on fire safety and fire prevention.
