Established on June 16, 2015 to focus on the refinement and/or establishment of policies and procedures regarding City Council operations, including Council communication, community group and public engagement, and general good government practices. The scope of the Committee is limited to those areas under the City Council's purview and does not cover administrative or policy processes.

Generally meets on the second Monday of every month at 4:00 pm at City Hall, 1500 Warburton Avenue, Santa Clara, CA 95050.

Current Council Member appointments: O'Neill (Chair), Davis and Kolstad
Current staff appointments: City Manager, Assistant City Manager, City Clerk, City Attorney, and Community Relations Manager
