The City of Santa Clara is excited to be planning for the revitalization of our Downtown by developing a Precise Plan that will provide guidance for new development within a portion of the Downtown Precise Plan Focus Area (as identified in the General Plan) through policies, guidelines, and illustrations that implement the community vision and objectives for a vibrant, pedestrian-oriented destination Downtown. 

The Precise Plan process will occur in close collaboration with Reclaiming Our Downtown (ROD), the Old Quad Residents Association (OQRA), Santa Clara University (SCU) and all interested community members. The foundation for the Downtown Precise Plan has been laid through the completion of a series of community planning workshops between October 2015 and November 2017 where community input on a vision for the Downtown’s future was gathered.

The Downtown will serve as an important gathering place within the local community as well as a symbolic center for all of Santa Clara, continuing the City’s focus on “Placemaking” as a key strategy to support quality of life for all Santa Clarans. 

Planning Process 

At this time, the City is in the process of hiring an urban design consultant. Once a consultant is on-board, a project schedule will be developed. This website will be updated with more information as we begin the planning process.

Request for Qualifications (RFQ)

The City of Santa Clara is seeking proposals in the form of statements of qualifications from qualified consultants to provide professional services for the development of the Downtown Precise Plan. The RFQ may be downloaded from the BidSync e-Procurement system located at www.bidsync.com. Respondents may also find a link at the City of Santa Clara website. At either website, follow the links to register for this online service. You may register for free either online or by calling BidSync Vendor Support at 1-801-765-9245 and telling the support representative that you are registering for City of Santa Clara bids.

Proposals are due on March 25, 2019 at 4:00 pm and may be submitted at 1500 Warburton Ave, Santa Clara, CA to the attention of Jay Coleman, Purchasing Division.

Downtown Precise Plan Area Boundary

The Downtown Precise Plan planning area encompasses approximately 25-acres of land bounded by Benton Street, Lafayette Street, Homestead Road, and Madison Street, as shown below.

Downtown Community Task Force (DCTF)

The Downtown Community Task Force (DCTF) was approved by the City Council at their meeting on December 4, 2018. The members of the DCTF include representation from a diverse range of backgrounds and perspectives including the Old Quad Residents Association, Reclaiming Our Downtown, Santa Clara University, and the Historical and Cultural Commissions. The DCTF is advisory, non-voting and will meet over the course of the Downtown Precise Plan planning process to provide input on the vision, land use, circulation, and urban design aspects of the Plan, as well as key policy issues. 

DCTF Meeting #1

The first DCTF meeting occurred on Thursday, December 20, 2018 from 6 p.m. to 8 p.m. at Santa Clara City Hall in the Council Chambers (1500 Warburton Avenue). 

While participation in the DCTF meetings will be limited to appointees, the meetings will be public and members of the community will have an opportunity to provide input at the meeting.
