The Stadium Authority recognized First Responders who worked together to revive and save the life of a patron after she collapsed from sudden cardiac arrest in September at Levi’s Stadium. The Board also reviewed the framework on the Levi’s Stadium Community Room reservation procedure and information for use by Santa Clara based civic groups and non-profit organizations.

Council held a joint meeting with the Planning Commission. Council held a study session on Housing Affordability for Teacher Stability. Presentations of Proclamations were held recognizing Law Enforcement Records and Support Personnel Day and November as Sikh Awareness and Appreciation Month 2017. There was a presentation of the Inaugural Halloween Home Decoration. Council recognized Commissioner Jan-Yu Weng for his service on the Planning Commission. The Parks and Recreation Commission presented funds to local charities from the proceeds of the 2017 Santa Clara Art & Wine Festival. Council had interviews to fill a vacancy on the Planning Commission. Council approved a Pass to Print Ordinance to Add Chapter 18.106 "Historic Preservation" to Title 18 "Zoning" of the Santa Clara City Code. Council also approved a Pass to Print an Ordinance to Temporarily Prohibit All Commercial Marijuana Activity Through December 31, 2018 and Impose Reasonable Restriction on Marijuana Growth for Personal Use.

Council had a joint meeting with the Bicycle Pedestrian Advisory Committee. Council welcomed a delegation and exchange students from our sister city, Limerick, Ireland. The Air Products Foundation presented the Santa Clara Fire Department Community Emergency Response team program with $5,000 for supplies and materials. Upcoming Cultural Commission events for November and December were presented. Council adopted the Mitigated Negative Declaration, the Mitigation Monitoring and Reporting Program for the 2232-2240 El Camino Real Project. Council also approved the Rezone from Community Commercial to Planned Development to allow for a four-story mixed-use development.

This week on Santa Clara Source…two separate meetings were held. The Council held a Special Meeting to discuss the status of the City’s Zoning provision and noise monitoring relative to the conditions of operating beyond 10 pm at Levi’s Stadium. The same evening, the Stadium Authority met and heard a presentation on implementation of the outreach and engagement proposal regarding Levi’s Stadium community impacts.

The Youth Commission provided the City Council with an update on current activities and potential future projects. The Santa Clara City Library Foundation and Friends presented recognition plaques to acknowledge significant contributions made by corporations and community groups. Silicon Valley Leadership Group representatives promoted this year’s Silicon Valley Turkey Trot. The Affordable Housing Ordinance public hearing was continued and will be re-noticed for a future date. Council also took the first step in amending the City Code section related to massage establishments to extend the current amortization period for existing massage businesses by two years. The Mission Branch Library Remodel Project was awarded and construction is expected to begin later this year.

The City Council received an update from the Cultural Commission on upcoming events and recognized the Sean M. Walsh K-9 Memorial Foundation. As a follow up to previous discussions, Council directed staff to draft an Ordinance temporarily banning all marijuana commercial activity but authorized contracting with a consultant to conduct outreach and a future Ordinance that would allow certain commercial in the future. Council also directed staff to return to the October 10 Council meeting with the intent to award the contract for the Mission Branch Library Remodel Project. Following review of a suggested community outreach proposal for Levi’s Stadium issues, including neighborhood impacts in the Northside, Council directed staff to return with an implementation plan at the October 17 Stadium Authority meeting.

The City Council held a study session on the City of San Jose urban village planning process. The council approved a two-year Public Service Grant Agreement to provide security deposit assistance to individuals and families who are either homeless or at risk of homelessness. The council directed staff to return with options related to commercial marijuana activities in Santa Clara, and took action to approve funding for the design and construction process for the sport court, plaza, and picnic area of Fuller Street Park.

The City Council heard an update from the Housing Rehabilitation Loan Committee. Students who took part in the annual exchange trip to Izumo, Japan and the Sister Cities International 2017 Youth Leadership Summit shared their experience. August was recognized as Muslim Appreciation and Awareness Month and the first week of September was recognized as National Payroll Week. The proposed development at 2780 El Camino was presented and will continue being processed concurrent with the preparation of the El Camino Specific Plan. The community expressed concerns over proposed high-density urban villages along Stevens Creek Blvd. The contract for the San Tomas Expressway and Monroe Street Park and Community Garden Project was awarded to Goodland Landscape Construction, and the Bicycle and Pedestrian Advisory Committee presented detour alternatives for the San Tomas Aquino Creek Trail on stadium event days.

The Stadium Authority heard the results of an audit on compliance of Measure J. The 49ers made a presentation on non-NFL events. The board reached an agreement with the VTA for augmented transit services for non-NFL events. Stadium Authority Board meeting dates were set for 2018, and the Financial Status Report for the quarter ending June 30, 2017 was noted and filed. A discussion about the use of the Community Room was continued for the next meeting.

The council discussed the future implementation of the "Adult Use of Marijuana Act". Congressman Ro Khanna visited the council to address a range of issues. The Board of Library Trustees presented their "Diversity and Inclusion Statement." The council announced the appointment of new city manager, Deanna Santana, and Santa Clara City Council meeting dates were set for the 2018 calendar year.
