| Education and Experience |
- Graduation from college with a Master's degree in City Planning, Architecture, Engineering or a related field and
- Eight (8) years of experience in increasingly responsible government planning, housing, building inspection, enforcement work, or grant administration.
- At least three (3) years of which must have been in a management or supervisory capacity.
- Additional experience may be substituted on a year for year basis for the Master's degree.

| Distinguishing Characteristics |
| This is a professional managerial position in the Unclassified Service responsible for managing the Department of Planning and Inspection An incumbent in this classification exercises independent judgment and discretion in managing, controlling, and directing employees and in formulating administrative policies for the effective use of assigned personnel in the City's Planning and code enforcement. The position requires a demonstrated ability to work well with management, professional and administrative support employees in the Department; with customers, professionals, managers, the City’s executive management team and all City Departments and elected officials from the City and other agencies; and with officials from joint powers agencies in which the City is a participant. The incumbent will confer and meet with outside agencies and regulators.
As a member of the City’s Unclassified Service this is an “at-will” position and the incumbent serves at the discretion of the City Manager. An incumbent in this classification: demonstrates strong ethical, professional, and service-oriented leadership and interpersonal skills, sets a good example; and correctly applies the tenets of the City’s Code of Ethics and Values. |

| Typical Tasks |
Under general direction:
- Provides advice to the City Manager on planning, inspection, housing, community development and enforcement problems and policies;
- Establishes broad, departmental policies and directs and coordinates the work of the division managers, who are responsible for carrying out programs and policies established;
- Attends meetings of the City Council, Planning Commission, and other public meetings and advises them and presents facts, information and recommendations to them;
- Recommends new regulations and revisions of existing regulations;
- Has authority to grant or deny modifications and special permits;
- Directs the preparation and maintenance of master plan;
- Directs the programming of the community development block grants;
- Administers the neighborhood rehabilitation activities;
- Directs the checking of drawings and computations of building plans;
- Directs the inspection of building installations;
- Consults with other department heads, citizens and officials on planning and inspection problems; and
- Performs other related work as required.

Thorough knowledge of:
- Principles and practices of effective leadership and management techniques;
- Principles, practices, and methods as applied to General Plans, zoning, building codes, housing, finance, and federal grants administration; and
- Principles and practices of communication, contracting, human resources, information technology, public relations, project management, outreach, performance standards, telecommunications, records management, resources to achieve outcomes and expectations.

- Read, analyze and interpret laws, rules and regulations for application to specific municipal planning, zoning and building inspection situations;

- Understand the roles and relationships of the various components of Federal and State poicies or regulations in order to formulate effective strategies and alliances to represent the interests of the City;
- Work effectively as a member of the City's executive management team;
- Understand the public service environment and to build trust with all of the key stakeholders
- Communicate effectively to consistently repesent facts and situations accurately, transmit information concisely and in an effective manner, and present a balanced picture of situations.
