Education and Experience
Education equivalent to graduation from college with a degree in Civil Engineering, and five years of increasingly responsible and varied public works experience, at least two years of which shall have been in a supervisory capacity. An advanced degree in public administration, engineering, or related subject is highly desired.
 
License
Possession of an appropriate, valid California driver’s license is required.
 
Distinguishing Characteristics
This is a management position in the unclassified service responsible for the operation of the Street Department and Automotive Service Department in the Public Works section of the City service. As a member of the City's Unclassified Service, this is an "at-will" position. The incumbent serves at the discretion of the City Manager. An incumbent in this class exercises independent judgment and discretion; manages, controls and directs employees; develops and implements the departmental budget; and formulates administrative policies for the effective use of assigned departmental personnel.
 
Typical Duties
Under administrative direction: plans, organizes, and directs the work of the Street (Street Maintenance, Storm Drain, Solid Waste, Parkways & Boulevards Divisions) and Automotive services Departments in the installation, repair, and maintenance of streets, storm sewers, public landscaping, street tree maintenance districts, and City's automotive and equipment fleet; administers City refuse, recycling collection and disposal projects and programs; represents the City on intergovernmental solid waste urban runoff, and alternative fuel planning committees; coordinates work of the department with related City departments and private contractors; cooperates with other departments in scheduling work projects so as to make the most efficient use of personnel, materials, and equipment; confers and coordinates with the Director of Public Works, City Engineer and other department heads in planning public works projects, and solving organizational and personnel problems; prepares the annual departmental budget and administers same; prepares regular reports on departmental activities; provides staff support to commissions, task forces and/or committees; and performs other related duties as assigned.
 
Knowledge, Skills, and Abilities
Knowledge of: the principles, practices, and methods used in the collection and disposal of refuse; refuse transfer recycling, and resource recovery; maintenance and construction of streets, storm drainage facilities, curbs, gutters, and sidewalks; street sweeping and cleaning techniques; automotive and equipment fleet management; maintenance of street trees and other landscape materials; management, supervisory, and budgeting principles and methods. Ability to: supervise subordinate personnel; establish cooperative working relationships with employees, contractors, and the general public; analyze and prepare sound recommendations for the solution of difficult problems; and to speak and write effectively.
 
Supervision Received
Works under administrative direction of the City Manager.
 
Supervision Exercised
Gives general supervision to various Department and Division heads, supervisors, technical, and clerical personnel.
 
Other Requirements
Must be able to perform all of the essential functions of the job assignment.
 
Special Conditions
May be required to work unusual hours and to be available on an on-call basis. May be required to attend weekly Council meetings.
 
Conflict of Interest
Incumbents in this position are required to file a Conflict of Interest statement upon assuming office, annually and upon leaving office, in accordance with City Manager Directive 100.
