| Education and Experience |
| Equivalent to either a Bachelor’s degree from an accredited college or university in Computer Science, Computer Technology, Information Systems, Business Administration, or an approved related field; and at least three (3) years of progressively responsible experience in information systems or computer science administration, including technical support for network and PC hardware and software, system integration, project management, and analysis and development of typical information systems within professional, business, or municipal environments. Specific experience in the administration of UNIX, Novell, and Microsoft NT network applications and Microsoft personal computer applications is highly desirable. Desirable certifications: Microsoft Certified Professional. |

| Distinguishing Characteristics |
| This is a management position in the Unclassified Service responsible for directing the activities of the City-wide computer network system. The position will involve ongoing project and contract management and system integration responsibilities in coordination with City staff and contractors, requiring broad understanding of computer technologies and information systems, independent analysis and judgment skills, and excellent oral and written communication skills. Additionally, this position is responsible for the recommendation, design, and implementation of new information systems, excluding specialized information systems such as the Financial system, the Public Safety system, and Utility enterprise systems. As a member of the City’s Unclassified Service, this is an “at-will” position and the incumbent serves at the discretion of the City Manager. An incumbent in this classification exercises independent judgment and discretion; manages, controls, and directs employees; and formulates policy for the effective use of assigned personnel. |

| Typical Tasks |
| Under general supervision is responsible for the planning, organizing, coordinating, supervision, and administration of the City-wide network system, including existing general government information systems. Duties of this position include, but are not limited to the following. Manages: existing computer hardware, software, and network systems and components; the evaluation, purchase, and installation of new computer hardware, software, and network systems components; the integration of new components into the City’s existing systems; contract technical maintenance and support staff including Network Help Desk contract services; and the inventory of computer hardware and software licenses. Coordinates: the efforts of outside consultants, vendors, City staff, and contract staff pertaining to computer and/or network issues; and the management and maintenance of the City’s Internet systems. Coordinates and manages: computer training classes for City employees; and the City’s e-mail infrastructure. Prepares and manages the general government information systems capital and operating budgets; acts as a standing member of the City’s Network Committee and provides information to the Committee as requested; develops and maintains network procedures, manuals, and documentation; serves as liaison between the City end-user and contract technical services; and performs other related duties as assigned. |

| Knowledge, Skills, and
Abilities |
| Thorough knowledge of: network operating systems including, but not limited to, UNIX, Novell, and Microsoft NT network applications; personal computer operating systems and applications including, but not limited to, Microsoft applications; network hardware and wiring/cabling technology and principles; network systems design, integration, project management and practices; personal computer interfaces with servers and other computer systems; industry standard platforms and interoperability between various hardware and software vendors; Internet networking technology and Internet applications; common hardware, systems, and network problems and failures and methods for determining probable causes and solutions. Ability to: manage activities related to the administration and installation of local area and wide area data communications networks and microcomputer server equipment; prepare requests for proposals, evaluate vendor responses, and analyze computer hardware and software proposals; make recommendations concerning purchases; negotiate with vendors; review contracts; monitor the work of contract technical support personnel; communicate effectively, both orally and in writing; and ensure that systems hardware and software are compatible with existing systems and with the City’s long-range plans. |
