| Education and Experience |
| A combination of education
and experience substantially equivalent to that obtained by acquiring
a bachelor’s degree from an accredited four year college or
university in park management, landscape architecture, forestry, horticulture,
or a related field; and four (4) years of municipal or closely related
park construction and maintenance experience, of which a minimum of
three years has been spent at the level of Parks Supervisor or equivalent. |

| License & Certification |
| Possession of an appropriate,
valid California driver’s license is required. Possession of
a California Department of Food and Agriculture Qualified Applicator
Certificate in categories B, C, and F is required within one (1) year
of job appointment; maintenance of the required certificate is a condition
of continued eligibility to hold status in this position. |

| Distinguishing Characteristics |
This is a management position
in the Unclassified Service responsible for overseeing the activities
of the City’s park system including grounds, planting, and facilities
for neighborhood and community parks. As a member of the City’s
Unclassified Service, this is an “at-will” position. The
incumbent serves at the discretion of the City Manager.
An incumbent in this classification exercises independent judgment
and discretion not of a routine or clerical nature in evaluating and
reporting on the work efforts of employees, in recommending to hire,
transfer, suspend, layoff, recall, promote, discharge, assign, reward
or discipline employees, in weighing the economic impact of deploying
and/or directing employees, and in adjusting employees’ grievances.

| Typical Duties |
| Under administrative direction:
plans, coordinates, and oversees the construction, operation, and
maintenance of the City’s park system, including facilities,
equipment, and personnel; assists in planning, design, construction,
and enlargement of parks and facilities; works with contractors and
consulting architects on all phases of new park construction and/or
existing park modification; supervises management and key staff in
the operation and maintenance of the City parks; plans, develops,
implements, and manages the Parks Division operating and capital improvement
budget; formulates administrative policies for the effective use of
assigned departmental personnel; trains and instructs assigned personnel;
evaluates and reports on the performance of assigned personnel; coordinates
the operations of the Parks Division with the Recreation Division
to best serve the public; meets with members of the public, citizens
groups, other City departments and governmental agencies to conduct
Parks Division operations and resolve problems; and performs other
work as required. |

| Knowledge, Skills, and
Abilities |
| Thorough knowledge of: standards,
methods, and procedures used in parks and recreation facility construction,
operation, maintenance, and repair. Considerable knowledge of management,
supervisory and budgeting principles and methods. Good ability to:
supervise subordinate personnel; establish and maintain cooperative
working relationships with employees, contractors, and the general
public; analyze and prepare sound recommendations for the solution
of difficult problems; and communicate effectively, both orally and
in writing. |
