| Education and Experience |
| Minimum Requirements |
- Education and experience equivalent to graduation from an accredited college with a Bachelor Degree in Civil or Structural Engineering or an approved related major; and
- Five (5) years of progressively responsible experience in the field, at least three (3) years of which must be working in a supervisory capacity for a building inspection office supervising Plan Check Engineers, or other management position related to the processing of building permit and performing plan checks.

| Licenses and Certification |
The following are required at time of application and for the duration of employment: |
- Possession of a valid Class C California driver's license
- Registration as a professional civil or structural engineer in the State of California
- Possession of an ICC/California Plans Examiner Certificate is desirable

| Distinguishing Characteristics |
This is a managerial position in the Unclassified Service responsible for overseeing the City’s building permit operations of the Planning and Inspection Department. An incumbent in this classification manages the Permit Center operations by leading a multi-disciplinary team to ensure proper coordination of all applications received; provides timely service to all customers, ensure collection of fees; provides coordination with the Building Division’s plan check staff and outside plan check agencies, the general public and other City staff.
As a member of the City’s Unclassified Service, this is an “at-will” position. The incumbent serves at the discretion of the City Manager. An incumbent in this classification: demonstrates strong ethical, professional, and service-oriented leadership and interpersonal skills; sets a good example; and correctly applies the tenets of the City’s Code of Ethics and Values. |

| Typical Duties |
This description may not include all the duties listed below, nor do the examples cover all duties that may be performed.
Under general direction: |
- Provides direct oversight for all permit functions including proper coordination of all applications received;
- Ensures that permits for construction and associated fees are processed in a timely fashion and in accordance with established procedures; the building codes, state laws, and local ordinances governing development;
- Provides timely and proper routing of all submittals;
- Responds to inquiries from staff and the general public regarding building, planning, engineering and fire department issues;
- Ensures timely service is provided to all customers and assists them by coordinating issues or conflicts with plan check staff and other divisions/departments;
- Ensures uniform application of the appropriate codes, rule, and regulations;
- Coordinates Planning, Engineering, Fire, and Building plan checks and resolves issues;
- Coordinates division activities with other City departments, divisions, and sections and with outside agencies;
- Coordinates meetings with outside developers;
- Coordinates special plan check services such as third party checks and overtime plan checks;
- Provides project management for all large projects during the plan check process;
- Ensures proper input and maintenance of all statistical permit processing data;
- Manage, train and evaluate staff and develop processes designed to support a continuous learning environment;
- Supports the implementation of department and/or Citywide goals, objectives, policies and procedures; analyzes and recommends strategies to improve effectiveness of operation, by conducting a variety of organizational studies and operational studies; recommend modifications to Planning and Inspection programs, policies and procedures as appropriate;
- Develop and implement strategic short term and long-range division planning;
- Prepares and oversees budget, staffing and projects;
- Administers Building Inspection permit database and document imaging system;
- May act as the Building Official in his/her absence and may represent the Building Official at public meetings; and
- Perform other related duties as assigned.

- Apply principles of the International Building Code and other ordinances governing building construction;
- Examine and correct building plans, calculations and specifications in rapid, uniform, and accurate manner;
- Perform accurate mathematical calculations;
- Effectively learn, operate and utilize the Permit Center data base and computer software, including spreadsheets and special functions;
- Interpret building codes including accessibility, title 24 energy and exiting regulations involved in the review of construction permit applications;
- Read and interpret building plans, specifications, and code reviews;
- Review building plans, calculations and specifications in a rapid, uniform and accurate manner;
- Maintain records and prepare reports;
- Coordinate the flow of assigned work and follow through in a timely manner;
- Interpret and apply applicable local, State and Federal laws, codes, rules, regulations and guidelines;
- Learn and operate the Permit Center computer system;
- Provide the leadership and management of the department through coaching, enabling and facilitating employees working in a team environment;
- Supervise, schedule and coordinate the activities of others engaged in the administration of important Permit Center functions;
- Train, supervise and evaluate assigned staff;
- Exercise sound and independent judgment, conduct independent analyses and make recommendations on difficult and sensitive issues;
