Education and Experience
Graduation from an accredited college or university with a Bachelor’s degree in Civil Engineering and four (4) years of design experience as a structural design engineer in building design, construction, or related field at a level of project engineer; or two (2) years of experience as a plan checker in the State of California. Proof of possession of the required education must be submitted at time of application filing.
 
License & Certification
Possession of an appropriate, valid California driver’s license is required. Registration as a Professional Civil Engineer in the State of California is required. International Conference of Building Officials certification as a Plans Examiner is desirable.
 
Typical Duties
Under general supervision: examines plans, calculations, and specifications for commercial, industrial, public or other major developments to ensure compliance with applicable codes and related ordinances; advises architects, designers, contractors, and developers on code and design requirements; meets and confers with applicants for permits; assists Inspectors on difficult or unusual code requirements; prepares and maintains records of plan checking procedures; assists in supervision and training of Inspectors and Permit Technicians in conducting residential and minor commercial plan review; provides support to permit processing and counter activities; and performs other related duties as assigned.
 
Knowledge, Skills, and Abilities
Thorough knowledge of building codes and related state and local regulations. Knowledge of structural engineering principles and practices applicable to residential and commercial buildings. Some knowledge of computerized permit processing and tracking systems. Good ability to: read and interpret plans and specifications and to communicate these requirements to architects, contractors, and developers; and establish and maintain good working relationships with architects, contractors, the public, and co-workers.
 
Supervision Received
Works under the general supervision of the Building Official, Principal Engineer, or Senior Plans Examiner as assigned.
 
Supervision Exercised
Assists in training of Inspectors, Permit Technicians, counter personnel, or other plan checkers or staff as assigned.
 
Other Requirements
Must be able to perform all of the essential functions of the job assignment.
 
Conflict of Interest
Incumbents in this position are required to file a Conflict of Interest statement upon assuming office, annually, and upon leaving office, in accordance with City Manager Directive 100.
