Education and Experience
Minimum Requirements:
  • Education equivalent to graduation from an accredited college or university with a bachelor's degree in Police Science, Business Administration, or an approved related field; and
  • Three (3) years of experience as a Police Sergeant with the City of Santa Clara; and
  • Possession of an Advanced P.O.S.T. Certificate
License
Possession of an appropriate, valid California driver's license is required.
 
Typical Duties
May be assigned to any of the divisions within the department. Any one position may not include all the duties listed below, nor do the examples cover all duties that may be performed. Under direction:
  • Assists with a wide variety of tasks such as supervising Sergeants, Police Officers, Community Service Officers, and volunteers assigned to the division
  • Reviews and assigns in-coming cases to the appropriate unit
  • Supervises and participates in investigating complaints, interrogating suspected persons, and apprehending criminals
  • Assists in maintaining and supervising a crime prevention program utilizing the best methods and modern techniques for eliminating conditions conducive to the commission of crime, especially among juveniles, including the DARE program
  • Organizes and coordinates special security and protection assignments
  • Exercises responsibility for the control and maintenance of division equipment and vehicles
  • Supervises the drug enforcement program and maintains accounting of drug monies
  • Assists in the selection of officers for units throughout the department
  • Assists in budget preparation and allocation
  • Prepares and reviews personnel evaluations and develops subordinates' job skills
  • Administers the Professional Standards functions and conducts Staff Inspections
  • May supervise a training program for the Department
  • Assists in the collection and maintenance of pertinent information for police training and personnel files
  • Coordinates and assistsin the background investigation of new applicants
  • Receives and acts upon complaints
  • Oversees the booking and safe detention of all prisoners, and the warrants unit
  • Assists all police personnel in solving crimes
  • Supplies information as requested by other members of the Police Department in the processing of warrants and subpoenas, and in the execution and control of all process papers
  • Prepares written standards for the Department after reviewing Department input and receiving management guidance
  • Gives oral presentations to the public
  • Assists in suppression of criminal activity
  • Responds to routine and emergency calls
  • Investigates criminal activities and recovers stolen property
  • Regulates criminal and non-criminal conduct and the apprehension of offenders
  • Supervises and assists in assuring complete and accurate accident investigations and reports for the correction of safety hazards
  • Enforces traffic laws and issues citations
  • Oversees the supervision, staffing, and management of all assigned personnel
  • Determines and recommends the training needs of subordinates
  • Supervises unusual or major police incidents
  • In the absence of superior officers, issues press releases relating to a major event
  • Coordinates, assists with, conducts, and/or provides recommendations in Internal Affairs investigations
  • Coordinates the Reserve Unit and ensures the proper and appropriate use of reserve officers
  • Provides management and supervision of specialized units (e.g., FTO program, Special Response Team, TAC Squad, Bicycle Patrol, and Traffic Division)
  • Implements, emphasizes, and encourages a community-oriented policing approach to problem solving
  • Performs other related duties as assigned
Knowledge, Skills, and Abilities
Thorough knowledge of:
  • Police methods and procedures, including patrol work, traffic control, scientific investigation and identification techniques
  • Criminal law with particular reference to apprehension, arrest, and custody of persons accused of misdemeanors and felonies, including rules pertaining to search and seizure and preservation and presentation of evidence in criminal cases
  • The principles of police training, supervision, leadership, and administration
  • Criminal investigation techniques and procedures including interrogation, fingerprinting, photography, and modus operandi systems
  • Basic principles and practices of supervision
  • The policies and procedures of the City of Santa Clara and the Santa Clara Police Department, including, but not limited to, those contained in the departmental Operations Manual, City Manager's Directives, and the applicable Memorandums of Understanding.
Knowledge of:
  • Crime prevention techniques and strategies
  • Youth programs and resources and the control of juvenile delinquency
  • Community-oriented policing and problem solving

Works under the direction of a Police Captain in the division assigned.
 
Supervision Exercised
Supervises Police Sergeants and other personnel as assigned.

Must be able to perform all of the essential functions of the job assignment.
