| Education and Experience |
| Any education or experience equivalent to: |
- Graduation from an accredited college or university with a degree in public or business administration, planning, economics, finance or related field.
- Five (5) years of progressively responsible municipal administrative experience in community development, redevelopment, planning, real property, economic development, or finance.
- At least two years of management experience working with senior managers on significant development projects is required.
- A Master’s degree in Business Administration, Public Administration, Economics, Finance, Urban Studies, Planning or a closely related field is highly desired.

| Distinguishing Characteristics |
This is a management position in the unclassified service of the City of Santa Clara responsible for negotiating with developers, land use attorneys, and financiers to facilitate and expedite economic development projects and real property land use, including lease agreements for the City of Santa Clara, often involving complex, highly specialized or difficult real property acquisition and lease maintenance issues. The incumbent will: work under the administrative direction of the Assistant City Manager, responsible for the oversight and coordination of over 20 multi-million dollar lease agreements involving the City of Santa Clara Redevelopment Agency and the City of Santa Clara Sports & Open Space Authority, have the lead role working with the senior managers including Director of Public Works, Director of Planning and Inspection, City Attorney, Director of Water and Sewer Utility, Director of Electric Utility and Director of Finance. The incumbent may also be assigned to assist with the City of Santa Clara's real estate programs.
As a member of the City’s Unclassified Service, this is an “at will” position and the incumbent serves at the discretion of the City Manager. An incumbent in this classification: demonstrates strong ethical, professional, and service-oriented leadership and interpersonal skills; sets a good example; and correctly applies the tenets of the City’s Code of Ethics and Values. |

| Typical Duties |

With general direction: |
- Negotiate complex and highly technical agreements and real property transactions, involving land use entitlements and zoning between the City, agency, property owners, businesses and other agencies;
- Develop and administer redevelopment area projects and commercial real estate development strategies and programs;
- Manage and administer development agreements and all lease related entitlements, construction, and financial components;
- Manage, coordinate and monitor all Redevelopment Agency and Sports & Open Space Authority financial matters such as on-going lease payments, and other legal issues to ensure all conditions and requirements of such agreements are met;
- Key member of the Economic Development team and first point of contact to initiate new business with the City of Santa Clara;
- Provide management support for the Redevelopment Agency Executive Director (City Manager) and Sports & Open Space Authority Contract Administrator (City Manager) in all matters relating to the Redevelopment Agency and Sports & Open Space Authority;
- Analyze leases, agreements, options, deeds and contracts and makes recommendations to the Director/Administrator as to the formulation of policy and legislation requirements;
- Develop and conduct economic studies, needs assessments and research analyses;
- Develop qualitative and quantitative measures to evaluate program/project financial status, customer satisfaction, contractor performance, and public relations;
- Represent the Redevelopment Agency Executive Director (City Manager) and Sports & Open Space Authority Contract Administrator (City Manager) in professional and community meetings; and
- Perform other related duties as assigned.
