Water Utility Engineer (916)
 
Education and Experience
Minimum Qualifications:
  • Graduation from an accredited college or university with a bachelor’s degree in engineering, or
  • Possession of a valid E.I.T. certificate and one year of experience working in a civil engineering office and related field work.
Desirable Qualifications:
  • Experience with computer-aided design (CAD) software is desirable.
License
Possession of an appropriate, valid California driver’s license is required.
 
Distinguishing Characteristics
This is a position in the classified service.  An incumbent in this classification: may be assigned to work either in the water quality section, water resource planning section or the design engineering section of the City’s Water Utility as the need is determined; as experience develops, performs increasingly more advanced engineering assignments on a wide range of water utility projects; and exercises sound independent judgment within the established procedural guidelines in resolving problems.
 
Typical Tasks
Each position in this classification may not include all the duties listed below, nor do the examples cover all duties that may be performed. 
  • Conducts a variety of studies and analyses of engineering projects or problems;
  • Assists in the preparation of the Water Department’s budget;
  • Prepares engineering designs, plans, specifications, cost estimates and recommendations for a variety of water utility construction and maintenance projects, including but not limited to services, pipelines, storage tanks, wells, pumps, engines and control systems;
  • Compiles engineering data, tabulates field data, and makes calculations;
  • Performs drafting involved in the preparation of maps, drawings, plans, etc.;
  • Reviews plans and specifications for compliance with Water Utility requirements;
  • Assists in managing water utility construction projects, schedules, and contract administration;
  • Works with utility customers to provide guidance and direction in establishing utility service requirements;
  • Represents the Water Utility in the community and at professional meetings and seminars as required;
  • Prepares reports on water quality, supply and sales and other water related topics;
  • Reviews legislative issues and environmental impact reports related to water quality and water supply planning;
  • May supervise support staff, part-time, as-needed labor, contractors, or volunteers as assigned;
  • Handles public relations and inter-utility coordination on the phone and in person; and
  • Performs other related duties as assigned.
Knowledge, Skills, and Abilities
Knowledge of:
  • Principles and practices of civil engineering as applied to the planning, design, construction, maintenance and operation of public water systems;
  • Laws and regulations pertaining to water; water distribution;
  • Statistical analysis; cost/benefit analysis techniques and principles; and
  • Current computer data and word processing technology.
Ability to:
  • Perform complex analysis and resource planning;
  • Reach sound conclusions and make appropriate recommendations;
  • Effectively communicate information in oral and written form;
  • Use available computer hardware and software to perform duties assigned;
  • Understand, carry out and issue oral and written instructions;
  • Interpret legislation and regulations impacting local water quality and water demand and supply;
  • Adhere to City policies and procedures;
  • Represent the City in a professional manner to the public and outside agencies;
  • Coordinate projects: handle multiple priorities, organize workload, and meet strict deadlines;
  • Deal tactfully and courteously with others;
  • Work in a team-based environment and achieve common goals;
  • Establish and maintain effective working relationships with internal departments, external organizations and the public; and
  • Bend, stoop, reach, carry, crawl, climb and lift as necessary to perform assigned duties.
Supervision Received
Works under the general supervision of a Senior Water Utility Engineer and the Assistant Director of Water Utility or other supervisor as assigned.
 
Supervision Exercised
May supervise support staff, part-time, as-needed labor, contractors or volunteers as assigned.
 
Other Requirements
  • May be required to work odd and unusual hours on occasion.
  • Must be able to perform all the essential functions of the job assignment.
