The Civil Service Rules and Regulations (PDF) provide policy direction on human resources issues based on merit and fitness. The Rules and Regulations were adopted by the Civil Service Commission and approved by City Council to assure appointments, promotions, and disciplinary actions are consistent and in the best interest of the City.

The Employer-Employee Relations Resolution (PDF) provides orderly procedures for the administration of employer-employee relations between the City management and the City's employee organizations and for resolving disputes regarding wages, hours, and other terms and conditions of employment.

The Family and Medical Leave Act (FMLA) entitles eligible employees to take up to twelve weeks of unpaid, job-protected leave for specific family and medical reasons. City of Santa Clara employees must complete the FMLA Request Form (PDF) in advance of the need for FMLA leave or as soon as practicable; additional certification forms may be required.
