The City of Santa Clara has a Council/Manager form of government. This means that the Mayor and City Council make policy decisions, and the staff, led by the City Manager, implements these decisions.
The City Council has adopted goals for 2013-2015 with a priority to focus on successful completion of existing City projects, postpone new City projects and proposals, and operate within Council adopted budget principles and priorities, with the goal of guiding the City successfully through the economic downturn.
An ongoing goal of the City Council and the City is a commitment to the City's award-winning ethics program and to fostering public trust. Trust and confidence in government begins with trust and confident in City leadership. At the heart of the City's Ethics & Values is the City's Code of Ethics & Values. Developed by the community, the Code identifies eight values that demonstrate the highest level of public service and that are fundamental to public trust. The Code guides actions and decisions every day in City Hall. The eight values are: Ethical, Professional, Service-Oriented, Fiscally Responsible, Organized, Communicative, Collaborative, and Progressive.
The City Council generally holds meetings at least two times per month on Tuesdays at 7 pm at City Hall in the Council Chambers, 1500 Warburton Avenue. Contact the City Clerk's Office for a schedule of meetings.
The City’s “Behavioral Standards for Public Meetings” reflect best practices for City meetings, treating everyone with respect, encouraging robust discussion, and allowing the people’s business to be done in an efficient and consistent manner.
In order to provide maximum citizen access, current agendas and minutes are published online and can also be viewed at either City library beginning Saturday before the Tuesday meetings, or at the City Clerk's office on weekdays.
