The City of Santa Clara’s City Council recently voted to support the National Action Plan for Energy Efficiency (NAPEE), a collaborative approach whose objective is to create a sustainable, aggressive commitment to energy efficiency by gas and electric utilities, utility regulators and partner organizations to meet the nation’s energy needs.
By pledging support, Silicon Valley Power (SVP), the City’s municipal electric utility,
will: 1) designate energy efficiency as a high-priority resource option; 2) adopt targets for energy efficiency; 3) pursue energy efficiency resources under a long-term resource planning and procurement framework; 4) institute a regulatory framework that encourages the utility to continue its long-term investment in energy efficiency; and 5) share California’s successes with others interested in energy efficiency.
If NAPEE is fully implemented, it could help defer the need for forty, new 500-megawatt power plants, avoid greenhouse gas emissions equivalent to those given off by 35 million vehicles, lower the costs of air pollution controls and reduce the price of
natural gas.

As a result of California’s energy policies and ongoing dedication to promoting the benefits of energy efficiency, conservation and demand response programs, the State’s per capita energy use has remained nearly flat during the past 30 years. On the other hand, per capital electricity consumption in the United States has grown by close to
50 percent.
