of Santa Clara Appoints Director of Planning & Inspection

Santa Clara, CA – May 23, 2005 – City Manager Jennifer Sparacino recently announced the appointment of Mr. Kevin Riley to the position of Director of Planning & Inspection effective May 9, 2005. |

| “Mr. Riley brings almost 20 years of experience as a planning professional, working for the City of Santa Clara,” Sparacino said in announcing Riley’s appointment. “He has impressive managerial skills, and can bring the leadership that will continue to build upon the strong, adaptable organization of the City’s Planning & Inspection Department.” |

| Riley has served in the position of Principal Planner for the City of Santa Clara and acts as Chair of the City’s multi-departmental Project Clearance Committee. This weekly “one-stop review” committee greatly expedites the permitting process by meeting with developers and representatives from all city departments involved with planning, permit issuance or proposed projects. |

| In addition he has implemented the Project Planner Program, which carries out changes to the project review process in a more client responsive manner and enhances staff skills. In addition Riley has been a key staff person in the multi-agency program for the regional Urban Runoff Pollution Prevention Program, the Industrial to Residential Conversion Report and Project Coordinator for many major projects such as Intel Headquarters, Kaiser Hospital Replacement, Santa Clara University Master Plan, Sun Microsystems Campus and the Agnews-Rivermark Master Community Plan. |

| Riley holds a Masters Degree in Urban and Regional Planning from San Jose State University and was an intern with the City of Santa Clara during his studies there. He is a member of the American Planning Association (APA) and the American Institute of Certified Planners (AICP). |
