| The most common services associated
with the Planning Division operations involve requests for new
construction, remodeling of existing structures and/or new or
altered uses of properties or facilities. |

| The Planning staff has administrative
authority to make decisions on various types of proposals, but
many development requests must be approved by established City
Committees, Commissions and/or by the City Council. |

| Many of the applications processed
by the Planning Division staff also must be considered by other
City departments and divisions. Some of these items can be scheduled
for concurrent review by those departments through the Project
Clearance Committee (A.K.A. Subdivision Committee) process.
This committee is responsible to determine that certain applications
are complete and to conduct any required environmental review.
This process allows project applicants an opportunity to meet
"around the table" with City staff regarding aspects
of their plans. |

| Project Clearance Committee meetings
are held each Monday at 10 a.m. (If Monday is a holiday, PCC
meets the preceding Friday). Although the meetings are intended
for staff review of the responses by the various departments
to the distribution of plans, applicants are encouraged to attend.
The decisions of the PCC relate to the determination whether
an application is complete, the environmental determination
and the appropriate conditions of approval as recommended by
staff. The PCC does not enter the decision-making field of the
Planning Commission, City Council or Architectural Committee.

| The PCC is made up of the City Manager
or representative, the Director of Planning and Inspection or
representative and the Director of Public Works or representative
from the Engineering Department. The Engineering representative
is assigned to write the PCC minutes. The draft minutes are
to be completed by 8 a.m. Tuesday following the meeting or as
soon as possible thereafter. The minutes are then reviewed by
the Senior Planner and the City Engineer and are retyped for
signature by the Assistant City Manager. Prior to presentation
to the Assistant City Manager, two copies are made and one is
posted on the wall in the Permit Center and one is posted in
the City Clerk's office. In order to comply with the California
Environmental Quality Act, the date of posting and the initials
of the person posting are placed on the first page prior to
posting. The copy posted in the Clerk's office is later placed
in the Environmental Review file. |

| When the minutes are returned from
duplicating, a copy goes in each of the action files, a copy
is sent to each of the applicants, and complete copies of the
minutes are distributed to the Planning Commissioners and to
contributing agencies in accordance with the list maintained
by the Typist Clerk III in Planning. |
