| City Shares Honor for Technology Innovation |

| The City of Santa Clara is one of nine communities
in the U.S. to be recognized for its outstanding use of technology
in delivering local government services. The award was presented
in 2000 at the Technology Achievement Awards competition, called
SOLUTIONS, sponsored by Public Technology, Inc. (PTI). |

| The first place award for small jurisdictions
went to Santa Clara for the Smart Permit program for online
permits. Other San Francisco Bay Area communities sharing the
honor for the regionally-developed program are Fremont, Milpitas,
Mountain View, Palo Alto, San Carlos (the lead city) and Sunnyvale.

| "Technology can provide a way to rethink
service delivery and strengthen local institutions of economic
development and democracy," said PTI President Costis Toregas.
"It is important to celebrate these leading-edge jurisdictions
and their accomplishments." PTI is the non-profit technology
research and development organization of the National League
of Cities (NLC), the National Association of Counties (NACo)
and the International City/County Management Association (ICMA).
Since 1971, PTI has worked with its members, private industry
and others to create and advance technology-based products,
services and enterprises in cities and counties nationwide.

| The City of Santa Clara has also collaborated
with other cities in the region and Joint Venture: Silicon Valley
Network to produce a book on Smart Permit: A Blueprint for Success.
