Neighborhood Conservation and Improvement Program (NCIP)
Under the direction of the City of Santa Clara Housing & Community Services Division, Neighborhood Conservation and Improvement Program (NCIP) is a multi-purposed program offering technical and financial assistance to qualified residents. The program is designed for citywide households with gross incomes at or below 80% of County median income.
The NCIP program has recently changed and now offers the following options: minor repair grants and major repair loans. For more information on NCIP, visit the Housing Rehabilitation Program page.

Below Market Purchase (BMP) Program
The City of Santa Clara has operated a Below Market Purchase (BMP) Program since 1995, assisting low- and moderate-income families achieve the goal of home ownership.
As of September 30, 2024, HouseKeys will no longer serve as the City's BMP program administrator. A new administrator will begin in late 2024. If you are interested in receiving notifications of upcoming affordable homeownership opportunities, please email the Housing and Community Services Division at communityservice@santaclaraca.gov.

Form for refinancing/subordinations for existing BMP owners: Subordination Request Form (PDF)
BMP Payoff Request Form: BMP Payoff Request Form - Muni fee and appraisal request (PDF). The BMP Payoff Request Form is to be used when the City has authorized the owner to sell the home at a market rate sales price, during years 6 to year 20 of ownership for owners who purchased their home from 2007 to current date. It is to be completed by the title company and returned to the City at communityservice@santaclaraca.gov.
