Patrick Henry Drive Specific Plan
The Patrick Henry Drive Specific Plan, adopted by the City Council on March 22, 2022 is now available.
The City has developed a Specific Plan to implement the City’s General Plan goals and policies for the Patrick Henry Drive plan area by providing more detailed guidance for future land uses and urban design elements.
The vision is to transform a series of 1970s office parks several existing office parks into a cohesive, high-density mixed-use community that fosters economic vitality, helps ameliorate the State’s housing shortage, and enhances quality of life for those who live, work, and recreate in the area.
The Patrick Henry Drive Specific Plan planning area encompasses approximately 74-acres of land bounded by Calabazas Creek, Mission Community College, Great America parkway, and the SFPUC right of way, as shown below.

Conceptual Land Use Plan
The Conceptual Land Use Diagram identifies locations for proposed residential and flex land use designations within the Specific Plan area that could implement one of two potential scenarios. The Conceptual Land Use Diagram also identifies proposed locations for public facilities such as parks, a community room and space for a public library.

Land Use Plan
Land Use Designations
The proposed Specific Plan land use plan identifies three residential land use designations and one flexible residential/commercial designation:
- Very High Density (51-100 du/ac)
- Urban Village Residential (100-150 du/ac)
- Urban Center Residential (120-250 du/ac)
- High Density Flex designation (60-150 du/ac or up to a 2.0 floor area ratio of commercial development)
These densities correspond to building heights ranging from five stories at the lowest allowed density to 25 stories at the highest.

Community Engagement
Community Workshop
On March 11, 2021, the City of Santa Clara Community Development Department will host a second community workshop for the Patrick Henry Drive Specific Plan.
On February 25, 2019 , the City of Santa Clara Community Development Department hosted a community workshop for the Patrick Henry Drive Specific Plan as well as other North Santa Clara projects. The purpose of the meeting was to present the plan goals and seek public input in the early stages of the plan development.

Scoping Meeting
The City of Santa Clara Community Development Department hosted a Public Scoping Meeting for the Patrick Henry Drive Environmental Impact Report (EIR) analysis on January 8, 2020 . The purpose of the meeting was to describe the proposed project, the environmental review process, and to obtain the community’s input on the project and issues that they wish to see discussed in the EIR analysis.
