What Business Owners Need to Know
On November 8, 2022, nearly 60% of Santa Clara voters passed Measure H to update the City’s Business License Tax program. This measure will change the City’s tax rate to a flat rate of $45 per employee per business and $15 per rental unit for landlords. Annual adjustments will be subject to the consumer price index (CPI) but will not exceed 5%.
Businesses that earn less than $5,000 per year will be exempt. To further assist small businesses, the City is considering a program for employers with less than 49 employees to receive a one-time subsidy for tax year 2024. Large businesses that have historically paid a flat rate of $500 will transition to the per employee tax rate; but their maximum tax will be capped at $350,000 subject to the annual CPI adjustment.
The updated Business License Tax program, effective July 1, 2023, will generate approximately $6,000,000 annually to support essential City services such as 911 response times, safe and clean public streets and facilities and the continued delivery of high-quality parks, recreation and library services. There are approximately 6,100 businesses that will be subject to the employee-based Business License Tax.
The City is pleased to announce that the HdL Companies will be aiding our business community in the transition to the new business tax process. The HdL Business Support Center will provide the business community with information and assistance relating to renewals, certificates, and general business tax renewal questions. The City will remain the contact for applications and support related to new businesses.
The City and HdL are working closely to ensure a seamless transition with little to no impact on our business community.
