Final Pruneridge Avenue Complete Streets Plan
The City of Santa Clara is pleased to announce that the Pruneridge Avenue Complete Streets Plan was approved by City Council on August 30, 2022. In addition, the City Council selected the “hybrid concept” as the preferred alternative to install bicycle lanes on Pruneridge Avenue between Pomeroy Avenue and Winchester Boulevard.
It is important to note that this is strictly a planning level document and does not guarantee funding for the design and construction of the Plan. The City will be pursuing future grant opportunities to fund the design and construction of the selected design concept and improvements.

The City completed work on the Pruneridge Avenue Complete Streets Plan and selected Alta Planning + Design (Alta) to assist with the process. The study took approximately two years to complete and identified improvements on a two-mile section of Pruneridge Avenue from Pomeroy Avenue to Winchester Boulevard. There was robust public outreach to ensure we gathered feedback from the community on your vision of how to transform that section of Pruneridge Avenue. The Plan produced a parking study, street design concepts, a traffic analysis to understand benefits and any potential tradeoffs of the proposed designs, multi-modal simulation modeling of the design concepts, and a draft and final Complete Streets Plan.
It should be noted that this is only a planning level document and does not include design, environmental review, or construction of any alternative. At the completion of the work effort, if Council decides to move forward with a specific alternative, then additional funds would be required to design, bid and construct the alternative.

Online Community Meetings #1 and #2
Thank you to all who attended our first two community meetings for the Pruneridge Avenue Complete Streets Plan project. There was a great turnout for both meetings, and we received valuable feedback from the community regarding this project. If you are interested in hearing what was discussed at this meeting you can view the recordings of the Thursday, February 25 meeting and the Saturday, February 27 meeting. In addition, a copy of the PowerPoint presentation that was given at both meetings has been made available.
At both of these meetings, the City tried to answer as many questions from the attendees as possible. There were several great questions that arose multiple times from attendees at both community meetings. The City decided to put together the most Frequently Asked Questions along with City responses.
Online Community Meetings #3 and #4
Thank you to all who attended the second round of community workshops for the Pruneridge Avenue Complete Streets Plan. During the meetings, initial draft concept ideas for improving walking and bicycling along Pruneridge Avenue between Pomeroy Avenue and Winchester Boulevard were presented to the public. Draft Concept Plans
The City of Santa Clara hosted two community meetings for the Pruneridge Avenue Complete Streets Plan where draft concept plans were shared for feedback from the community.

Concept Plans Survey Results
The City requested feedback from the community on three concept plans during various meetings and Citywide events. The last round of community meetings took place on Thursday, July 22 and Saturday, July 24. During those meetings, we asked the community about their thoughts on all three concept plans. The City also posted an online survey on the project webpage requesting feedback from the community on the concepts which began in July 2021 and hasn't officially closed yet. Finally, City staff attended the Celebrate Santa Clara event held on Saturday, August 21 where once again we asked the community for feedback on the concept plans.
Please see the results of all the community feedback we have received to date on this project. Based on the results, Concept 2 (Two Lanes and Center Turn Lane) is most favored, followed by Concept 3 (Parking Protected Separated Bikeway) and in last place is Concept 1 (Four Lanes-Remove Parking on one Side). The last round of community meetings will be held in late January 2022. Information to sign-up for the last round of community meetings will be made available shortly. Thank you to all who attended the third round of community meetings for the Pruneridge Avenue Complete Streets Plan project. There was great dialogue at both meetings. During the meetings, City staff presented the final concept plans, which were modified based on community input, and the results of the corridor transportation analysis. Finally, if you did not get a chance to attend either of the community meetings or needed more time to look over the concepts before voting, this online survey will allow you to rank choice vote the concepts. Voting will be open through May 2, 2022. The results of this online survey will be provided to City Council.
Pruneridge Avenue Bicycle Lanes Installation Study - West of Pomeroy Avenue
There were several questions at our first group of community meetings related to the Pruneridge Avenue Bicycle Lanes Improvement Study completed back in 2012. The City received a grant to study and implement bicycle facilities along Pruneridge Avenue from the western city limit to Pomeroy Avenue. The study determined that removal of a travel lane in both directions of Pruneridge Avenue was the most appropriate means of installing bicycle facilities along the roadway. Additionally, a two-way center-turn lane was implemented to facilitate left turns in and out of resident driveways. You can access a technical memorandum documenting the traffic analysis results conducted for this study.
After completion of the roadway improvements for Pruneridge Avenue, the City hired a consultant to conduct post project evaluations to provide data on the effects of the roadway project. The consultant made recommendations on signing and striping to improve operations for the side streets, which was implemented by City staff. The post study also looked at whether the number of bicyclists traveling along this section of the corridor increased after the installation of the bike lanes.

Thank you to all who attended Community Meeting #7 for the Pruneridge Avenue Complete Streets Plan Project. During the meeting, a new concept plan aimed at minimizing congestion and traffic impacts was discussed to improve walking and bicycling along Pruneridge Avenue between Pomeroy Avenue and Winchester Boulevard.

Public Draft Pruneridge Avenue Complete Streets Plan
The City of Santa Clara is pleased to share the Public Draft of the Pruneridge Avenue Complete Streets Plan and its associated appendices, which is now available for review and comment. This draft is the culmination of an almost two-year effort to engage the community in the Plan’s development process through four rounds of online workshops and three online surveys.
