Final Public Draft Walsh/Martin Avenue Bikeway Planning Study
The City of Santa Clara is pleased to share the Final Public Draft of the Walsh/Martin Avenue Bikeway Planning Study and its associated Appendices with the community. Thank you to all who reviewed the report and provided comments. This is the culmination of a two-year long effort to engage the community in the process of developing the study through three rounds of online workshops and online surveys.
The Bicycle and Pedestrian Advisory Committee (BPAC) reviewed the final draft report at the June 17, 2024, BPAC meeting. Video of the BPAC meeting is available online. The BPAC recommended to Council to adopt the report and:
- Approve the Proposed Concept: Class IV Bikeway, four lanes and center turn lane, as the preferred alternative for Walsh Avenue 80’ wide typical section from Bowers Avenue to transition; and
- Approve Concept A: Class IV Bikeway, four travel lanes with no parking, as the preferred alternative for Walsh Avenue 64’ wide typical section from transition to Lafayette Street; and
- Approve Concept D: Class IV Bikeway, four travel lanes with no parking, as the preferred alternative for Martin Avenue 64’ wide typical section from Lafayette Street to De La Cruz Boulevard.
At the October 22 City Council meeting, the Council adopted a resolution accepting the Walsh/Martin Avenue Bikeway Planning Study, and approve the following roadway concepts:
- “Four Lanes, Protected/Buffered Bikeway, Center Turn Lane, Maintain No Parking” for the 80-foot-wide section of Walsh Avenue; and
- “Four Lanes, Protected/Buffered Bikeway, Remove Parking” for the 64-foot-wide section of Walsh Avenue; and
- “Four Lanes, Protected/Buffered Bikeway, Remove Parking” for Martin Avenue.
Walsh Avenue/Martin Avenue
The City of Santa Clara, through its current plans and policies, has been working on the planning and conceptual design of new Class IV bicycle facilities along Walsh Avenue from Bowers Avenue to Lafayette Street and along Martin Avenue from Lafayette Street to De La Cruz Boulevard. Class IV bikeways, also commonly known as "separated bikeways" or "protected bikeways", are on-street facilities reserved for use by bicyclists, with physical separation between the bikeway and travel lanes.
TJKM Transportation Consultants (TJKM) has been selected to assist with the process. The study started in January 2023 and is expected to be completed by Fall 2024. It will identify improvements, including options for parking removal and/or lane reductions, to install Class IV bicycle lanes on both the Walsh and Martin Avenue corridors. The City invites nearby residents, public health professionals, school staff, commuters, and community business leaders to take part in the process. The result of the study will be a final Project Report that will contain a traffic and parking analysis, street design concepts, and a discussion on opportunities and constraints of the potential design options.
It should be noted that the study is only a planning level documents and does not include design, environmental review, or construction of any alternative. at the completion of the work effort, if Council decides to move forward with a specific alternative, then additional funds would be required to design, bid, and construct the alternative.
The project concepts and Project Report will be presented to the Bicycle and Pedestrian Advisory Committee in June and the City Council in Fall 2024 for selection of a preferred design option and approval of the report.

Online community meetings and surveys have concluded for this project. Thank you to all who participated in the meetings and surveys to provide input on the project. In the past community meetings, staff presented the project purpose, study area, work plan, traffic and parking analysis, and project concept plans.
