Residential Rain Barrel Rebate

Santa Clara residents who purchase and install rain barrels are eligible for a rebate* issued as a direct reimbursement or utility bill credit of up to $100 for a minimum 50-gallon barrel(s). 

 

 

*for property owners or tenants of residential buildings only.

 4 Easy Rain Barrel Rebate Steps   Rebate may be applied to costs before sales tax for purchase of accessories necessary for installation;   does not apply to new or replaced gutters/downspouts.
  1. Review requirements to determine location, volume and barrel type  
  2. Purchase barrel(s)
  3. Install barrel(s)
  4. Submit Rebate Application, receipt and photographs
 

It is not recommended to water edible gardens with rain barrel water.

 INSTALLATION REQUIREMENTS
 Rain barrel(s) must be  Rain barrel(s) must not be
  • connected to a rain gutter downspout, rain chain or other means of capturing flow from roofs
  • placed on a solid & level foundation (concrete pad, pavers or bricks for stability)
  • directing overflow away from buildings/adjacent properties and to ornamental landscape  
  • installed & maintained per manufacturer
  • maintained at least 3 years (ongoing maintenance required for vector concerns).
  • connected to the potable water system
  • collected rainwater must be used via hose or bucket only
  • blocking or restricting access to walkways or pathways (safety/emergency access issue)
  • have any copper components due to potential leaching concerns.
  Participants must:
  • allow the City to use photos submitted with the application in outreach materials
  • respond to minimal requests for information about the project for program reporting purposes

Annual Maintenance Checklist

  • Every Rain Period – Use the water: direct over rocks to slow the speed and water gardens evenly. 
  • Monthly – Clean filter using the owner’s manual to properly remove debris from filter screen. 
  • Spring – Transition barrel to collect. Close the spigot on the rain capture device. 
  • Spring & Fall – Clean roof gutters & inspect downspout leading to barrel. Secure all connections. 
  • Winter – Transition barrel to bypass. Open the spigot & turn diverter dial to bypass.

Low water pressure from a rain barrel will not operate in-ground sprinklers or low-volume devices. If using a soaker hose, remove the pressure-reducing washer to increase water flow.

During the rainy season, release unneeded water to the garden between storms so barrels can catch future rain, helping protect the watershed by reducing the quantity and speed of water entering local creeks during storms. Securing a drip hose to the spigot allows water to slowly drain between storms. 

 

Health and Vector Concerns

Rain barrels have many advantages, but be aware of health concerns when installing your rain barrel. 

Use directly on Landscaping only. To prevent your rain barrel's untreated water from mixing with the public water supply, the City of Santa Clara requires that rain barrels must not be connected to any other water supply system, including sprinkler systems connected to your home’s water supply. Connect a separate, dedicated garden hose or isolated drip irrigation system to the outlet of your barrel for watering your garden directly. If you choose to fill your rain barrel with water from the garden hose, never put the hose inside the rain barrel; unintended suction can contaminate the water in your home and the public water supply. 

Only divert rainwater into the barrel. Do not divert waste water from appliances or other sources to your barrel; such water is considered “graywater” and can contain bacteria that flourishes in the barrel over time.

Do not drink water from your rain barrel. Water from your barrel is not safe to drink, but it's fine for your yard. It is not recommended to water edible gardens with rain barrel water. Use harvested rainwater for non-edible landscapes unless the water is treated first; petroleum or other chemicals from roofing materials can leach into rain water. Roofs with cement or clay surfaces are ideal for harvesting water for an array of uses. 

Prevent Mosquitos.  Make sure your barrel has a tight-fitting, fine mesh screen at the point at which the water enters the barrel. Check and maintain the screen regularly to prevent mosquitos from nesting. Terms and Conditions

 To qualify for the rain barrel rebate program:

  1. Rain barrel must be installed within the City of Santa Clara. 
  2. Rain barrel rebate application must be postmarked within 90 days of rain barrel purchase.
  3. Original rain barrel purchase receipt must be included with the application. If you need receipts, enclose a self-addressed, stamped envelope with your application.
  4. Submit at least two (2) clear photographs taken from at least two (2) directions post-installation showing downspout connections, secured lid & overflow valve.
  5. Post-installation inspection may be required at the discretion of the Water & Sewer Utilities of the City or local vector control agency.

All rebates are subject to availability of funds and are issued on a first come, first served basis. The City is not required to notify when funds are depleted. The City reserves the right to deny a rebate to any applicant not in compliance with the program requirements.

 

Rebate Amounts

Rebate amounts are up to $100 or the total cost of the rain barrel(s), whichever is less, for a minimum 50 gallons of storage capacity.

  • Rebates may take up to eight (8) weeks to process.
  • Limit of one (1) rebate per single-family residential account, maximum amount of $100 total.
  • Rebates are issued direct reimbursement or utility bill credit only.

  3. does not warrant any barrel or installation to be free of defects
  4. does not warrant the quality of workmanship, or the suitability of the premises or barrel for installation
