Provide your Input on the New Map Tool for Redistricting!

We encourage the public to be an integral part of the Independent Redistricting process by participating in meetings and submitting map proposals. Maps and plans submitted by the public will be posted on this website and made available to the Independent Redistricting Commission.

How to Submit a Map

Use the "Pieces Data" worksheet, in combination with the Pieces map, to experiment with Council district configurations and create plans to share with the City's Independent Redistricting Commission.  There are two ways to do this:

1. Use the excel file ‘Interactive Pieces Tool for Plan Drawing’.  Instructions are provided on the lower left tab of the file.
2. Use paper maps and Pieces Data available by downloading from ‘Interactive Pieces Tool for Plan Drawing’. Instructions are provided on the lower left tab of the file or obtain a hardcopy paper map and pieces data by contacting redistricting@santaclaraca.gov

Redistricting occurs every 10 years after each U.S. Census. Santa Clara is required to update the boundaries of its six districts based on the new 2020 U. S. Census data.

The City must adopt its Council District map no later than April 17, 2022 (per Election Code §21622). The current Council District map was recently drawn in 2018 using 2010 Census data and accounted for housing growth since 2010, projected growth and public input.  As a result, significant changes to boundaries are not expected.

Typically, census data is released by April 1 of the year following the Census; however, it has been delayed due to COVID-19 pandemic. The City expects to receive the initial data by Sept. 1, 2021.

At the July 6, 2021 City Council meeting, the City Council adopted a Resolution establishing an Independent Redistricting Commission (Commission) to conduct public engagement and recommend a new City Council District election map based on 2020 U.S. Census data.

About the Independent Redistricting Commission

The role of the Commission is to adopt a new City Council District map for adoption no later than April 17, 2022 and the Commission will conduct a community engagement process by hosting a series of at least four required public hearings.

The City Council determined that the Independent Redistricting Commissioners would be selected through a random draw procedure. On Aug. 26, 2021, the Commissioners were selected through a random draw of qualified applicants. Six commissioners were selected to represent each of the six council districts, one at-large Commissioner and one alternate were selected from the remaining pool of qualified applicants.

Additional Background

• The Commission will include up to seven members and one alternate.
  • Ideally, a seven-member commission is comprised of one member from each district and one at-large member.
• If there is a shortage of qualified applicants, the City will prioritize filling seven commissioners, then five, then three.
• Select one alternate member in the case of a resignation.
• Commission members will be selected via random draw.
• Commissioners will receive a stipend of $50 (USD) per each publicly noticed meeting

Applicants must provide one form of proof of identity and two proofs of residency. 

• City Clerk staff will validate eligibility requirements for each applicant.
• Eligible applicants will be required to attest on the application their acknowledgement of the prohibitions during and after service.

• Within 30 days of appointment, an appointed commissioner shall file with the City Clerk a statement of economic interest (FPPC Form 700), or similar financial disclosure statement, as required under the City's conflict of interest code, and shall agree to the City's Code of Ethics and written ethics pledge.

Qualifications for Commission members:

• Must be a resident of Santa Clara and resided in their Council district for at least 1 year
• Show (2) two proofs of residency

Disqualifications for Commission members:

• A person, or the family member of a person (i.e., spouse, registered domestic partner, parent, sibling, child or in-law), who has done any of the following in the preceding eight years, shall not be appointed to serve on a Commission:

1. Been elected or appointed to, or been a candidate for, an elective office of Santa Clara.
2. Served as an officer of, employee of, or paid consultant to, a campaign committee or a candidate for elective office of Santa Clara.
3. Served as an officer of, employee of, or paid consultant to, a political party or as an elected or appointed member of a political party central committee.
4. Served as a staff member of, consultant to, or contracted with, a currently serving elected officer of Santa Clara.
5. Been registered to lobby in Santa Clara.
6. Contributed five hundred dollars ($500) or more in a year to any candidate for an elective office of the City of Santa Clara.

• While serving on the Commission, endorse, work for, volunteer for, or make a campaign contribution to, a candidate for an elective office of Santa Clara.
• Become a candidate for an elective office of Santa Clara for 5 years commencing with the date of his or her appointment to the Commission.

• For four years commencing with the date of his or her appointment to the Commission:

  • Accept employment as a staff member of, or consultant to, an elected official or candidate for elective office of Santa Clara.
  • Receive a noncompetitively bid contract with Santa Clara.
  • Register as a lobbyist in Santa Clara.

At the end of the application period, the City Clerk shall review and verify the information contained in each application, including applicants’ eligibility to serve on the Commission.

The City Clerk shall remove from the applicant pool any applicant who does not meet the minimum Commission member qualifications.

Eligible applicants who sign the attestation will be sorted based on district of residence. The City Clerk shall randomly draw at a public meeting (date and time to be determined) to select each member of the Commission following the process set forth below.

If there is at least one eligible applicant per district:

• For each district that has more than one eligible applicant, a random drawing will occur to determine the selected commissioner.
• For each district that has only a single eligible applicant, that applicant will be selected to serve on the commission.
• After all 6 districts each have a single selected commissioner, all remaining eligible applicants will be put in another random drawing. The first drawn name will be selected as the 7th commissioner. The 2nd drawn name will be selected as the alternate.

If there are any districts with no eligible applicants, but still at least 8 eligible applicants, then the same process will be followed as outlined above for each district that has at least one eligible applicant, and the remainder of the committee members will be selected by random drawing.

If there are fewer than 8 eligible applicants, then 5 committee members will be selected by random drawing, in addition to a 6th randomly selected individual as an alternate.

If there are fewer than 6 eligible applicants, then 3 committee members will be selected by random drawing, in addition to a 4th randomly selected individual as an alternate.    

Any vacancy shall be filled by the Commission within 15 days after the vacancy occurs, from the available alternate.
